On behalf of TEAM Industries Andrews, Inc. (TEAM), Anchor QEA collected two stormwater samples on November 7, 2019, for the referenced facility covered by National Pollutant Discharge Elimination System Stormwater General Permit No. NCG030000 (Stormwater General' Permit). In the samples collected from outfalls SW -A and SW-B, one constituent concentration exceeded the benchmark value specified in the Stormwater General Permit. All other constituent concentrations detected were less than or within the acceptable ranges of the benchmark values specified in the Stormwater General Permit. This letter provides background information and describes the methods, findings, and conclusions regarding the stormwater sample collection and analysis. Background The most recent Stormwater General Permit for metal fabrication activities was issued by the North Carolina Department of Environmental Quality with an effective date of November 1, 2018, and it will expire at midnight on May 31, 2021. The sampling event described herein represents the second sampling event under the current permit. Sample collection and reporting protocol for this event followed the current permit requirements. The Stormwater General Permit indicates that the permittee shall complete analytical sampling on a semiannual schedule, once during the first half of the year (January 1 to June 30) and once during the second half of the year (July 1 to December 31), at a minimum, allowing at least 60 days between sample collection dates. Samples have historically been collected from the facility's two outfalls. The outfalls and sample locations are labeled SW -A and SW-B, as identified in Figure 2. Methods On November 7, 2019, Anchor QEA mobilized to the TEAM facility to collect stormwater samples during a measurable storm event of approximately 0.16 inches of rainfall.' There had not been a measurable storm event in the 72 hours preceding this sampling event. The stormwater samples were collected from outfalls SW -A and SW-B. Samples were collected as indicated in the surface water sampling logs (Attachment 1) from the approximate center of the discharge streams and were transferred to laboratory -supplied containers. The containers were placed in a cooler on ice and delivered to Pace Analytical Services, Inc. (Pace), in Asheville, North Carolina, for laboratory analyses. The pH measurement was obtained in the field by placing a probe within the flow of the respective outfall. The pH measurement was recorded once stabilization occurred. Anchor QEA's equipment documentation and instrument calibration data sheet is included as Attachment 2. Anchor QEA also performed a stormwater discharge outfall (SDO) qualitative monitoring event during the stormwater analytical sampling event. The associated SDO qualitative monitoring reports are included as Attachment 3. Findings The laboratory analytical results are summarized in the Semiannual Stormwater Discharge Monitoring Report (Attachment 4). The samples contained concentrations lower than or within the range of the specified benchmark values for all constituents analyzed by Pace with the exception of total suspended solids (TSS) for SW -A. The TSS value of 114 milligrams per liter (mg/L) exceeds the benchmark of 50 mg/L specified in the Stormwater General Permit for sites discharging to a water body classified as a trout stream. Welch Mill Creek is designated as a trout stream. The field measurements of pH for SW -A and SW B were within the acceptable benchmark value range. The field measurement results are listed in the surface water sampling logs (Attachment 1), and pH results are shown in Attachment 4. The Pace analytical report and chain -of -custody form are included in Attachment S. Since the sampling period in fall 2008, TEAM has implemented a toxic organic management plan, which is monitored by the Town of Andrews (the entity that operates the publicly owned treatment works). Once the toxic organic management plan was implemented, TEAM was no longer required to analyze for total toxic organics during semiannual stormwater monitoring events. ' Rainfall depth was obtained from the Weather for You online database records for the Andrews -Murphy Airport gauge station. December 19, 2019 Page 3 Conclusions The stormwater sample results for outfalls SW -A and SW-B showed one benchmark exceedance for TSS in SW -A. All other concentrations were less than or within the range of the benchmark values specified in the general permit for all constituents, with the exception of TSS in the sample collected from SW -A. Per the Stormwater General Permit, response activities included the following. 1. Conduct a stormwater management inspection of the facility within two weeks of receiving sampling results (results were received November 20, 2019). A stormwater inspection was completed on December 4, 2019. 2. Identify and evaluate possible causes of the benchmark value exceedance. This inspection did not indicate any obvious source of TSS related to facility operations. However, elevated TSS could be due to the introduction of cattle to the field behind the plant a few days before the stormwater samples were collected. 3. Identify potential, and select the specific feasible: source controls, operational controls, or physical improvements to reduce concentrations of the parameters of concern, and/or to bring concentrations within the benchmark range. Due to the cause of this exceedance, new controls should not be necessary. 4. Implement the selected feasible actions within two months of the inspection. Not applicable. 5. Record each instance of a Tier One response in the Stormwater Pollution Prevention Plan (SPPP). Include the date and value of the benchmark exceedance, the inspection date, the personnel conducting the inspection, the selected actions, and the date the selected actions were implemented. This activity has been completed. In accordance with the current Stormwater General Permit analytical sampling requirements, Anchor QEA will perform the next analytical monitoring of stormwater discharges during another representative rain event between January 1 and June 30, 2020.
