NATIONWIDE. 0 Guide to Reading and Understanding Your Laboratory Report o The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Abbreviations and Definitions FTC] MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). 3 Ss RDL Reported Detection Limit. Rec. Recovery. a Cn RPD Relative Percent Difference, SDG Sample Delivery Group. U Not detected at the Reporting Limit (or MDL where applicable). s Sr The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes Analyte reported. If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the QC standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the Dilution laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field. the result reported has already been corrected for this factor. These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal Limits for the method and analyze being reported. Successful OC Sample analysis will target all analytes recovered or duplicated within these ranges. aA' The non -spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control Original Sample sample. The Original Sample may not be included within the reported SDG. This column provides a letter and/or number designation that corresponds to additional Information concerning the result71 SC Qualifier reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state "ND" (Not Detected) or "BDL" Result (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry) Confidence level of 2 sigma. A brief discussion about the included sample results, including a discussion of any non -conformances to protocol Case Narrative (Cl observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. This section of the report includes the results of the laboratory quality control analyses required by procedure or Quality Control analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not Summary Qc) being performed on your samples typically, but on laboratory generated material. This is the document created in the field when your samples were initially collected. This is used to verify the time and Sample Chain of date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This Custody (Sc) chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. This section of your report will provide the results of all testing performed on your samples. These results are provided Sample Results (Sr) by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and Sample Summary (Ss) times of preparation and/or analysis. Qualifier Description B The same analyte is found in the associated blank. J The identification of the analy[e is acceptable; the reported value is an estimate. J3 The associated batch QC was outside the established quality control range for precision. NATIONWIDE. Guide to Reading and Understanding Your Laboratory Report The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not CF intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Abbreviations and Definitions Tc MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). a SS RDL Reported Detection Limit. Rec. Recovery. a RPD Relative Percent Difference. cr SDG Sample Delivery Group. U Not detected at the Reporting Limit (or MDL where applicable). s $r Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. 6 If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the Q Dilution standard, or if concentrations of analyses in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than I is used in this field, the result reported has already been corrected for this factor. These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal Limits for the method and analyte being reported. Successful OC Sample analysis will target all analyses recovered or duplicated within these ranges. a Original Sample The non -spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control Ai sample. The Original Sample may not be included within the reported SDG. This column provides a letter and/or number designation that corresponds to additional information concerning the result Qualifier reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and Sc potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. A brief discussion about the included sample results, including a discussion of any non -conformances to protocol Case Narrative (Cn) observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control This section of the report includes the results of the laboratory quality control analyses required by procedure or Summary (Oc) analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. This is the document created in the feld when your samples were initially collected. This is used to verify the time and Sample Chain of sate of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. Sample Summary (Ss) This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. Qualifier Description J The identification of the analyte is acceptable: the reported value is an estimate. J3 The associated batch QC was outside the established quality control range for precision. Pt RPD value not applicable for sample concentrations less than 5 times the reporting limit. ACCOUNT: PROJECT: SDG: DATE/TIME: PAGE: AC.C.REDITAT IONS & LOCATIONS IONS ONE LAB. NATIONWIDE. NATIONWIDE, 40 Guide to Reading and Understanding Your Laboratory Report The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Abbreviations and Definitions MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). RDL Reported Detection Limit. Rec. Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. U Not detected at the Reporting Limit (or MDL where applicable). Analyze The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the Dilution standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal Limits for the method and analyze being reported. Successful CC Sample analysis will target all analytes recovered or duplicated within these ranges. Original Sample The non -spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG. This column provides a letter and/or number designation that corresponds to additional information concerning the result Qualifier reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was Result no measurable result returned for a specific analyte, the result in this column may state "ND' (Not Detected) or "BDL" (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Quality Control This section of the report includes the results of the laboratory quality control analyses required by procedure or Summary (Cc) analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. These results are provided Sample Results (Sr) by sample ID and are separated by the analyses performed an each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss) This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. (See information below.) Please verify whether Qualitative Monitoring must be performed during a "representative storm event" or measureable storm event"(requirements vary, depending on the permit). Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be performed during a "representative storm event" or during a "measureable storm event" However, some permits do not have this requirement. Please refer to these definitions, if applicable. A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. , A "measurable storm event" is a storm event that results in an actual discharge from the permitted site outfall. The previous measurable storm event must have been at least 72 hours prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and the permittee obtains approval from the local DWQ Regional Office. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended). The following information is included with your permit package: • A new Certificate of Coverage (COC) • A copy of General Permit NCG030000 • A copy of the Technical Bulletin for the General Permit • Two copies of the Discharge Monitoring Report (DMR) Form • Two copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the permit to update your current SPPP to reflect all new permit requirements. The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. The more significant changes in the General Permit since your last COC was issued are noted either in the Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.org/web/wg/ws/su/current- notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are posted on the Stormwater Permitting Unit's website with the new General Permit. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C: A lower TSS benchmark of 50 mg/I for HOW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections B, C., The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections 8, C: The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit, including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions. (See information below.) M Yes ❑ No Please verify whether Qualitative Monitoring must be performed during a "representative storm event' or "measureable storm event" (requirements vary, depending on the permit). Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be performed during a "representative storm event' or during a "measureable storm event" However, some permits do not have this requirement. Please refer to these definitions, if applicable. A "representative storm event' is a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. A "measurable storm event' is a storm event that results in an actual discharge from the permitted site outfall. The previous measurable storm event must have been at least 72 hours prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and the permittee obtains approval from the local DWQ Regional Office.
