REQUEST FOR MORE INFORMATION
Dear Mr.Allen:
On December 8, 2009,the Express Review Program of the Division of Water Quality(DWQ)received
your application dated December 4,2009 to fill or otherwise impact 0.50 acres of wetlands to construct
the proposed retail shopping plaza called the Shops at Whispering Pines in Moore County. The DWQ has
determined that your application will require additional information. Please provide the following
information so that we may continue to review your project and prevent return of your application
as required by 15A NCAC 2H.0506:
Additional Information Requested
1. Stormwater Management Plan:
a. Please either extend the top of the forebay berm to the temporary pool elevation with a
reinforced spillway section cut in the middle of the berm to the permanent pool elevation,or
provide another measure to elongate the flow path between the inlet and outlet. For example,
a sloped middle section joining flat surfaces at either end of the berm(such that the berm
section close to FES-11 will be at temporary pool elevation and the section close to FES-15
will be set at the permanent pool elevation).
b. Please revise the plans and Supplement Form to locate the permanent pool in the middle of
the 10-foot wide vegetated shelf,with 0.5 feet below and above the permanent pool elevation
(See DWQ Stormwater BMP manual p. 10-2 Major Design Elements).
c. Please show the vegetated shelf with contour elevations on the plans reflecting a 10:1 slope.
d. Include a completed Required Items Checklist(Part III of the Supplement Form)which will
indicate where items or pertinent information can be found. Anti-flotation calculations or the
outlet structure cannot be found.
e. The drawdown orifice size should be changed from 0.5 inches, as this draws down over 5
days. The selected size should be between 1.8 and 2.8 inches, 2.5 inches preferred.A
submerged orifice outlet configuration which draws water below the permanent pool
elevation is recommended.
f. The Operation and Maintenance Agreement for the Wet Pond should be revised to reflect the
correct pond information.

g. Please start storage or volume accumulation in the pond from the top of sediment cleanout
elevation, and make necessary revisions in the report(design section and supplement form).
h. Please provide a detailed planting plan for the proposed wet pond(standard format includes:
scientific name,common name, source of the plant material, plant spacing,wetland indicator
status,etc., as well as planting specifications). Plants selection should reflect the shallow
water(a minimum of three different plants)and shallow land(a minimum of three different
plants)on the vegetative(littoral)shelf. Please note: Seeding is not an acceptable planting
method within the 10ft littoral shelf.
2. PCN Comments:
a. Please complete the Owner Information on the PCN form.
b. Please provide the wetland JD from the Corps of Engineers(or other correspondence from
them with their approval of the final wetland boundary that is depicted on the plans).
Please respond within five(5)days of the date of this letter by sending three(3)copies of the above
information and any revisions in writing. The Express Review Program is a process that requires all
parties to participate in a timely manner.
This letter only addresses the application review and does not authorize any impacts to wetlands,waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized(at
this time)by the DWQ.
