The DOT is concerned about safety as the contractor is out working today in this storm trying to meet the moratorium deadline. He asked about the possibility of getting an extra day or two so they didn't have to work during this thunderstorm. I would be ok with giving them an extra day or two, but I wanted to get your feedback before I let them know anything. Let me know something ASAP so that I can pass it along. After consultation with the appropriate agencies,the Corps finds the request for moratorium relief to have merit. As such,you may consider this transmission to be official approval to proceed with the activities as described in your request of 25 March 2020. Be advised that if the proposed project and plans change from what was originally requested,you are required to contact the Corps to review the new plans and proposal. In accordance with conditions of the CAMA Major Permit issued for this project, and after consideration of your request and in consultation with the appropriate fisheries resource agencies, DCM has determined that a one-time relaxation of the in-water work moratorium is appropriate at this time. This email shall serve as official notification that in-water work as proposed in the attached email thread, may continue up until April 14, 2020. I have coordinated with the USACE and NCDWR representatives working on this project, and they are generally in agreement with the moratorium relief as requested. However, please note that the USACE and NCDWR also have moratorium conditions in their permits and NCDOT will need to wait receive the formal authorizations from them for relief from the moratorium, prior to beginning any in-water work during the proposed relief period. Please let us know If we may be of any further assistance with this project. To drive the interior bent piles for stage II of the bridge they intend on cutting holes through the existing bridge deck to drive them.
