The Division finds the proposed improvements to be satisfactory and hereby grants authorization for the following: • construction of the cast-in place McNeil Company package wastewater treatment plant with flow equalization, mechanical aeration, manual bar screen, clarifier, ultraviolet disinfection, digestor, and emergency power back-up generator; • construction and installation of all related structures, piping, controls, and other appurtenances as specified in the approved design documents. Completion of the treatment plant improvements does not alter the permitted capacity of the treatment facilities, which remains at 0.100 MGD. This Authorization to Construct is issued in accordance with NPDES Permit No. NCO007820 , issued June 1, 1996, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the terms and conditions of the permit. The Permittee shall notify the Water Quality Supervisor of the Winston-Salem Regional Office, telephone number(336) 771-4600, at least forty-eight (48) hours prior to operation of the installed facilities, so that an in-place inspection can be made. Notification shall be made during the normal office hours of 8:00 a.m. until 5:00 p.m., Monday through Friday. Engineer's Certification Upon completion of construction and prior to operation of the modified facility, the Permittee shall provide the Division with a certification (copy enclosed) from a professional engineer registered in North Carolina certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct, and the approved plans and specifications. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8G, .0200. The ORC of the facility must visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding weekends and holidays; and must properly manage and document daily operation and maintenance of the facility and comply with all other conditions of Title 15A, Chapter 8G, .0200. Additional Requirements The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. RECOMMENDATIONS Approve the ATC request as submitted. REVIEW SUMMARY General The Town of Franklinville (the Town) owns and operates a 0.100 MGD wastewater treatment system consisting of a concrete lined stabilization lagoon, secondary clarifier and table chlorinator. The plant is aging and needs upgrading. Due to its age, the treatment system has experienced continued problems meeting effluent limitations in the past two (2) years. DMRs for the period show permit effluent limitation violations of BOD, TSS, and fecal coliform limits. The support document includes an extensive description of the existing system and proposed changes. In brief, the Town proposes to: • construct a cast-in place McNeil Company package wastewater treatment plant with flow equalization, mechanical aeration, manual bar screen, clarifier, ultraviolet disinfection, digestor, and emergency back-up generator; + construct and install all related strictures, piping, controls, and other appurtenances as specified in the approved design documents, The Town plans to make these improvements in accordance with the schedule noted in EMC SOC WQ 99-006 Adl. The existing plant will be unaffected during the constriction phase. Design Issues The activities subject to an ATC include the construction/installation of the cast-in place McNeil Company package wastewater treatment system. 1. The NPDES Permit (NC0007820) allows for a permitted flow of 0.100 MGD. Until a formal permit modification request is received by the Division, no additional flow will be allotted. I offer the following comments regarding ATC 007820ACA. 1) Pg 1 of 6 - Design Calculation Spreadsheet states under the "Narrative" section that the proposed treatment works would include "chlorine disinfection". However, throughout the other submitted documentation, plans, and specifications, it states that the proposed facility will have UV disinfection. This needs to be clarified. 2) None of the submitted documents states how the facility will comply with the 503 regulations. A sludge loading pad is noted on sheet 4 of the submitted plans. This needs to be addressed. 3) Sheet 6 of the submitted plans shows two (2) plant blowers. Will these blowers be encased in any way to reduce noise? It states in the specifications that the blowers are to both be equipped with silencers, but no mention is made as to them being encased in any way. 4) Section 7 of the submitted specifications states that the liquid level is to be maintained between 9.75 feet and 12 feet in the mechanical aeration tanks. The volume contained between 9.75 feet and 12 feet is used for flow equalization. This would allow for only 43,492 gallon of flow equalization or 22% of the daily permitted flow. However, the calculation spreadsheet uses a peak flow of 400,000 gpd. Will the remaining flow of approximately 156,508 gal (on a peak flow occurrence) be bypassed to the existing lagoon? The current facility is permitted to discharge 100,000-gpd to the Deep River. The facility has not been capable of meeting its permit limits for BOD and Total Suspended Solids. The Town has received Notices of Violation since June 1998 and two Civil Penalties assessed. The Town has been placed under a Special Order of Consent and a Sewer Moratorium. The Town now has a schedule to get the plant into compliance. The only obstacle for these improvements has been funding, as current indebtedness prevents the Town from seeking loans. The proposed project consists of the construction of a 200,000 GPD McNeill Company QUAD system treatment plant with filters and Ultraviolet Disinfection, site grading, facility piping, and access road improvements. The proposed ow/Infiltration repair project consists of the replacement of 1238 LF of 8"gravity sewer that serves the elementary school. The.total estimated project cost is $1,163,500.00. Copies of the detailed estimates for treatment plant improvements and Inflow/Infiltration repairs as prepared by Hobbs, Upchurch&Associates, P.A. are attached. The estimate has been prepared based on costs of similar projects in the area during the past twelve months. The water quality objectives are to have a treatment system that will be capable of meeting the permit limits for flow,BOD and Total Suspended Solids. The elimination of extraneous flows due to inflow and infiltration is another objective. The proposed plant improvements will be the construction of a new facility on-site with mechanical aeration, clarifiers, sludge tank, filters and ultraviolet disinfection. This facility will be capable of meeting permit limits as established by the NCDENR. The elimination of Inflow/Infiltration will be accomplished by replacing the sewer line that runs behind the fire station to the elementary school. The Town is requesting$1,163,500 from the Clean Water Management Trust Fund. There are other potential sources for this project. The Town of Franklinville applied for funding through the State High Unit Cost Grant Program during the March 1999 review cycle but did not get funded. The Town has also re-applied for this program for the next cycle but does expect a favorable response. The Town could sell general obligation or revenue bonds, but due to the current debt load, the Local Government Commission will not allow additional debt. Water and sewer rates would likely need to be doubled or tripled to repay the debt. Grant awards would make the project more financially feasible. The need for this project is evident. The current plant is not capable of treating the pollutant load or quantity of the Town's wastewater. The continued discharge from this facility is certainly affecting the water quality in the Deep River. The increase in flow due to I & I also reduces the effectiveness to treat the water at the facility. The Town has applied for state I grants and has not received positive results. The inability to borrow funds and the need to meet the SOC schedule has placed the Town in a financial burden. The proposed project will benefit the Town because it will replace a treatment facility that is currently-not'capable of treating the Town's wastewater. The improvements will have a noticeable impact on the surface water quality and will be a long-term solution to improving water quality in the area. Once the treatment plant is in compliance with permit limits, the Town will be able to have the Sewer Moratorium and the SOC lifted. Development could then continue and new revenue could occur. The Town has contracted with Hobbs, Upchurch & Associates, P.A. to develop plans and specifications for the WWTP improvements and for the I&I repairs. Additionally, the Town crews will perform the majority of the inflow and infiltration repairs on the sewer collection system. This will greatly reduce the cost from typical contract prices. 0- 10 points Briefly describe organization's qualifications to accomplish the proposed project. The Town of Franklinville is a duely organized municipality in the State of North Carolina. The Town has a public works staff that is responsible for the operation and maintenance of the wastewater collection and treatment systems. Is there a long term management plan to which this proposed project is strategically related? (Explain). The Town understands the objections and goals of the Cape Fear River Basinwide management plan. The Town has also developed a 20 year capital improvement plan which outlines areas to be served by public water/sewer. With the revenue generated by sewer to these areas,the Town will be capable providing management. Is there a local land use plan for the county or municipality in which the project will occur? What assurance can you provide regarding long term management of the project? The Town of Franklinville has a local land use plan. The Town has staff available to operate the wastewater system and is committed to providing long term management. Is this project eligible for funding under other state or federal grant programs? If so,elaborate. The proposed project is eligible for a State Revolving Fund—High Unit Cost Grant but did not receive enough criteria points during the March 1999 review cycle. The Town has submitted additional information for the next review cycle but is not expecting a favorable response.
