This Office is in receipt of the plans for the subject proposed stream restoration project.
Since the proposed work is not for compensatory mitigation and meets the Division's definition
of stream restoration, no written authorization is required to use Water Quality General
Certification No. 3353. As such, this project may proceed without written approval from the
Division. Please keep in mind that, while written authorization is not required, you are still
covered under GC #3353 and you must adhere to the conditions of that Certification. A copy of
GC #3353 has been enclosed for your reference.

includes the stabilization of eroding banks and installation of
instream structures. There are several meander bends that will be

INSTALLATION OF STRUCTURES AND GRADING ACTIVITIES IN THE EXISTING CHANNEL WILL BE PERFORMED IN THE WET. CONSTRUCTION
SHALL BE ALLOWED ONLY DURING BASE FLOW CONDITIONS. TEMPORARY SEDIMENT TRAPS SHALL BE CONSTRUCTED DOWNSTREAM
OF CONSTRUCTION AREAS. THE TEMPORARY SEDIMENT TRAPS SHALL BE REMOVED WHEN THE CONSTRUCTION OF EACH WORKING

GENERAL CONSTRUCTION SEQUENCE
THE FOLLOWING CONSTRUCTION SEQUENCE SHALL BE USED DURING CONSTRUCTION:
1. MOBILIZE EQUIPMENT AND MATERIALS TO THE SITE, AND SET UP STAGING AREA.
2. CONSTRUCT SILT CHECK AT THE DOWNSTREAM END OF THE PROJECT LIMITS.
3. BEGIN CHANNEL MODIFICATIONS AT THE UPSTREAM END OF THE PROJECT REACH. TEMPORARY SILT CHECKS SHALL BE USED
DOWNSTREAM OF THE CONSTRUCTION AREAS. EACH NEW MEANDER CURVE SHALL BE CONSTRUCTED IN THE DRY PRIOR TO
ROUTING STREAM FLOW FROM THE EXISTING CHANNEL.
4. IN ORDER TO PREVENT RUNOFF FROM THE DISTURBED CHANNEL AREAS FROM INFILTRATING THE STREAM FLOW, A SILT CHECK
SHOULD BE PLACED AT THE DOWNSTREAM END OF EACH NEW CHANNEL SECTION DURING CONSTRUCTION.
5. INSTALL IN-STREAM STRUCTURES IN THE CHANNEL MOVING FROM UPSTREAM TO DOWNSTREAM IN AREAS SHOWN ON PLANS.
6. IN AREAS WHERE STREAM PATTERN WILL BE ADJUSTED, THE STREAM FLOW SHALL BE DIVERTED INTO THE NEW CHANNEL ONLY
AFTER EACH SECTION IS COMPLETED. FOLLOWING THE COMPLETION OF EACH NEW CHANNEL SECTION, EROSION CONTROL
MATTING SHOULD BE PLACED ON THE BANKS. EACH NEW CHANNEL SECTION SHOULD BE STABLE BEFORE STREAM FLOW IS
ROUTED FROM THE EXISTING CHANNEL.
7. MATERIAL EXCAVATED FROM THE BENCH AREA ON THE LOWER REACH WILL BE USED TO CONSTRUCT CHANNEL BLOCKS ON THE
UPPER END. ANY EXCESS MATERIAL WILL BE SPREAD OVER THE SPOIL AREA AND STABILIZED.
8. REMOVE CULVERT CROSSING NEAR THE MIDPOINT OF THE PROJECT REACH AND REPLACE WITH A PERMANENT FORD CROSSING
9. CONSTRUCT THE ARTIFICIAL SEEP TO BE TIED INTO THE EXISTING WETLAND AREA AS SHOWN ON THE PLANS AND PER
DIRECTION OF THE ENGINEER.
10. COMPLETE ALL TEMPORARY SEEDING AND MULCHING ALONG THE REACHES.
11. REMOVE SILT CHECK AT DOWNSTREAM END OF PROJECT.
12. DEMOBILIZE EQUIPMENT FROM THE SITE.
13. KILL ALL FESCUE WITHIN THE BUFFER AREA BY APPLICATION OF AN APPROPRIATE HERBICIDE (SEE SPECIFICATIONS DOCUMENT).
