PART IV -- EVALUATION AND RECOMMENDATIONS
There appears to be no change in operation since the last permitting cycle. The
lagoon appears to be maintained and there are no discharges to surface water
evident. I reccomend the permit be reissued.

On January 29, 2002, I preformed a Compliance Evaluation Inspection of the Coats
American, Inc. — Sevier Plant Wastewater Recycle System, Permit Number WQ0005603. I would
like to thank you for your cooperation during the inspection:
The System consists of a settling basin, for ash from the coal-fired boilers and the
wastewater from the stack scrubbers. Included in the System are all associated piping, valves,
controls and appurtenances. During the inspection I found the facilities to be as described in the
permit. I found no discharge of wastes to surface waters.
