Dear Larry and Landon,
I just wanted to clarify the sampling results we have to date in the burn
area adjacent to the lagoons at the Coats North America/American Thread,
Sevier Plant site. There are 4 monitoring wells located in the burn area,
which have been sampled several times between 1992 and 1998. Three of the
wells have not had any detectable concentrations of VOCs above 15A NCAC 2L.
standards. However, one well (located closest to the lagoons) has had hits
• of 1,1-dichloroethene (1,1-DC) ranging from 8 to 9.2 ppb on 4 separate
occasions. This is slightly higher than the 2L standard of 7 ppb. In
addition to 1, 1-DCE, 1,1-dichloroethane and 1,1, 1-trichloroethane have been
detected in 3 of the wells at concentrations below 15A NCAC 2L standards. I
do not know where these compounds are coming from and was just wondered what
is discharged (and has historically been discharged) into the lagoons
on-site. I also wondered about groundwater monitoring associated with the
permitted lagoons and any impact these lagoons might have on groundwater
flow in the area.
• I am planning on sending a letter to Coats asking for additional information
before we can determine how to proceed with the burn area. If you would

Larry,
Thank you for allowing us the opportunity to provide input for your
staff
report, but at this time I don't think our concerns need to be added.
There
were a few hits of chloroform in Wells MW-2 and one in MW-10 above 15A
NCAC
2L groundwater standards. Once the unit is no longer permitted and DWQ
is
no longer working on this unit, we may look at the data once again and
determine if any work is needed under our program. Until that time, we
will
assume that DWQ has jurisdiction over this unit and will not work on
this
portion of the site.
As a side note, the 4 wells that I am concerned about (GM-1, GM-2,
GM-3,
and GM-4) are located within the burn area and I believe they are not
associated with the non-discharge permitted unit or the other wastewater -
lagoons on-site. I have requested a figure of the site from Coats •
American
just to make sure I have a correct picture of the site. Hopefully I
should
receive some additional information from them in the next few weeks.
