The allocation table was updated on October 16, 2016 and was approved by PERCS. DWR found the 2018 IWS to be complete and satisfying requirements in a letter dated July 11, 2017. DWR found the 2017 PAR to be complete and satisfying requirements in a letter dated June 28, 2017. Permit: Neither SlUs permit was modified during the 2018 calendar year. Southern Lithoplate has renewed their permit, starting February 14th, 2020 and will expire on December 31st, 2024. No overall changes were made; however, clarifications were needed on discrepancies found in the permit renewal application. SIU Information: Novozymes N.A., IUP 0112, was not in SNC for this PAR year. They were issued an NOV for violating their sodium limit. In response, Novozymes formulated an action plan to reduce their sodium excursions. They have also changed their current discharge monitoring report to an interpolated discharge monitoring report. The action plan will be included with this report. Southern Lithoplate, lUP 0103, was not in SNC for this PAR year. They were issued two NOVs this year for exceeding the lead concentration maximum in their Pipe #002 discharge; one in January and one in September. There was a NOV that was also issued for a lead violation for both pipes #002 and #003. They were required to resample and include that data in the next DMR. The results were within compliance, so no other enforcement action was taken. Other information: We used 1/2BDL for our calculations. We are submitting 2 sets of IDSF for Novozymes as they have Monthly and Weekly limits. We are submitting 2 sets of IDSF for Southern Lithoplate one with all the data for Daily and Monthly limits and one with the judgement and summary for the nutrient limits. Chapter 9. CONSENT ORDER AND COMPLIANCE SCHEDULE Pursuant to provisions of the Sewer User Ordinance of Franklin County, this Consent Order is made effective January 1st, 2020, between Novozymes N.A., Inc. (hereinafter the "User") and Franklin County (hereinafter the "County"). The User and County hereby stipulate and agree as follows: User holds Franklin County Pretreatment Permit No. 0112 (hereinafter the "Permit", which shall refer to User's existing permit and any subsequent renewals or modifications thereof) for the operations of existing pretreatment units and discharges from said treatment works into the County's sewer system. User has requested permission to exceed the permit limits for total nitrogen due to decreased efficiency at their pretreatment facilities. 3. User hereby agrees to do and perform all of the following: a. Meet and comply with all terms and conditions of the Permit (except as modified by the Order) provided. For the next ninety (90) days no NOVs or enforcement action other than what is stipulated in this agreement will be issued for exceedances of the nitrogen limit, unless it inhibits normal operation of the plant. b. Unless and until Compliance is achieved, the User will undertake activities necessary to bring the User into Compliance in accordance with the following: i.) The User will meet with the county every thirty (30) days to discuss the progress made on increasing treatment efficiency. ii.) The User will notify the pretreatment coordinator of the results of any lab testing (outsourced or in house) within twenty four hours. iii.) The user will increase flow by no more than 50,000 gallons per day. C. User shall perform each of the activities set forth in subparagraph (b) unless such activities are waived by the County. The User and the County may request such exemptions for good cause, and the County will not unreasonably withhold its consent to such exemptions. d, The User will compensate the County for any increased costs associated with removing the additional Nitrogen inflow as follows. i.) Any MicroC used at the WWTP over the baseline of 14 gal per day. ii.) Any additional biosolids hauling above the baseline of 86,301 gallons per month. iii.) Any additional lab work performed to monitor nitrogen loading including the raw materials for in house lab testing. iv.) Any exceedance of the current permit limits at the rate of $ 5.00 per pound nitrogen discharged. Once 90 days has elapsed, this Consent Order shall terminate and all obligations hereunder except any obligation to pay identified moneys to the County shall expire, Upon termination of this Order, the User shall be subject to all terms of the Permit. In the performance of activities under this Consent Order, User must otherwise follow the procedures, rules, regulations, ordinances, and statutes of the County, State, and Federal governments as they may apply to User.
