HomeMy WebLinkAboutNC0005266_More Information (Received)_20200402 ,, TiRc Suite50 International Dr. T 864.281.0030 150 TRCcompanies.com Greenville, SC 29615 April 2, 2020 Ms.Julie Grzyb RECEIVED Supervisor, NPDES Complex Permitting Section APR 0 3 2020 NC Department of Environmental Quality, Division of Water Resources 1617 Mail Service Center Raleigh, NC 27699-1617 NCDEQIDWRINPDES Subject: Louisiana Pacific—Roaring River NPDES Permit Modification NPDES Permit No. NC0005266, Wilkes County Dear Ms.Grzyb: On behalf of Louisiana-Pacific's Roaring River Mill (LP) and in accordance with Section E.2.of Part II of the facility's National Pollutant Discharge Elimination System (NPDES) Permit,TRC is providing notification to the North Carolina Department of Environmental Quality(NCDEQ)that the mill has discontinued the manufacture of hardboard siding products at the Roaring River Plant in Roaring River,Wilkes County, North Carolina. Both siding manufacturing lines were shut down as of the end of March 2020. As part of the manufacturing changes,the site has also shut down the Bake-Oven MACT system as well as the MACT scrubber and digester system. The facility is evaluating the status of other utilities. With the termination of the siding manufacturing,the site is now focusing operations on continuing the application of paint finishes on lap and panel strand siding products which will now be manufactured elsewhere. In addition,the site intends to assemble corner trim pieces by gluing two trim pieces together,fabricate strand shake, prime strand shake edges, and paint strand shake. The site will also continue to purchase logs, chip the logs onsite using the existing log chipping equipment,and sell the chips. The wastewater generated onsite will be primarily from cleanup of painting and gluing equipment, cleanup sinks in the finishing department, and spray and cleanup from quality-control humidity test chambers. LP anticipates the average total wastewater flowrate will be 40,000 gallons per day, or less. TRC and LP are currently evaluating potential modifications to the process wastewater treatment system. The site will continue to treat its own sanitary wastewater as well as sanitary wastewater from the neighboring Alura facility in the dedicated sanitary wastewater package plant separately from the process wastewater. LP and TRC understand that these changes may require a modification to the site's NPDES permit. Please let us know what additional information NCDEQ may need to modify the permit.
