Will the project be for commercial, public, or private use? ®Commercial ®Public/Government ❑Private/Community b. Give a brief description of purpose, use, and daily operations of the project when complete. The purpose of the project is to complete the repair of the degraded steel hull as being required by the US Navy. This will be done via installation of a permanent cofferdam around the entire ship. Future maintenance is anticipated thus the cofferdam will remain in place. The remaining improvements are being constructed to upgrade existing facilities, and improve the public benefit, safety and educational aspects of the battleship. Ongoing siltation issues and flooding issues will also be addressed, at least partially. The battleship will continue to function as a public park/attraction once complete. The proposed Memorial Walkway around the ship and covered pavilions will provide increased viewing of the battleship without an admission fee, along with the educuational opportunity to experience the tidal marsh system along the Cape Fear River, which will be further enhanced by the proposed Expedition Trail that will extend into the marsh north of the ship basin. The proposed bulkhead realignment will help reduce siltation by lessening the eddying effect of the current bulkhead alignment along the south shoreline of the ship basin. The proposed walkway/bulkhead along the Cape Fear River shoreline will provide safer, improved public access to the shoreline. The public docking facilities will allow for access to the park for boaters. The new visitor center will include office space for battleship employees, safer ingress/egress to the ship, and public meeting space. The current parking lot will be paved and raised approximatley 3-4 feet with subsurface infiltrat' IAL LIVE chambers present beneath it for stormwater treatment. The new park will provide improved public space for concerts, festivals and other public events. c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of o type of equipment and where it is to be stored. DCM-IVIHD The hull repair will be performed using a permanent cofferdam installed around the entire ship. The cofferdam will be installed using a vibratory hammer to drive the sheet piles into the underlying Castle Hayne formation. The weirs on the cofferdam will be raised/closed and water present within the cofferdam will be removed prior to hull repair. The pluff mud present will be allowed to settle and this will be the working surface. A trench will be dug around the hull to expose the portion subject to the tidal range. The hull coatings will be removed using sandblasters with HEPA filters and sections will be cut out and replaced. The replaced hull will be coated and painted and once dry, the weirs will be opened to allow flow around the ship. The Memorial Walkway and Expedition Trail will be pile -supported structures. Piles will be installed via traditional pile installation techniques (i.e. vibatory hammer and/or a pile driving hammer) for the Walkway and most likely by hand tools for the Trail. The bulkhead will be sheet pile and pre -cast concrete that will be installed using mechanical equipment. The visitor center will be a two-story building constructed of wood, metal and glass and will be pile -supported. Convential pile driving techniques will be used to install the piles. The parking lot will be constructed using permeable pavement with subsurface infiltration trenches for stormwat�r RECEI treatement. Form DEM MP-1 (Page 4 of 5) APPLICATION for Major Development Permit The pile -supported structures for the floating dock will be driven using conventional pile driving techniques. The main pier extending from the shore will be connected to the driven piles and the finger piers will be connected to the main pier. The finger pier will be floating. The associated dock master's office and restrooms will be wood structures constructed on at - grade concrete slabs. The amphitheater will be constructed outside of the AEC along the Cape Fear River shoreline and will consist of a wood structure with a raised stage. d. List all development activities you propose. Development will include construction of the cofferdam, walkway and pavilions around the ship, the nature trail over the marsh adjacent to the north, the floating dock facility at the mouth of the ship basin, the new bulkhead along the south shoreline of the boat basin, an elevated walkway along the Northeast Cape Fear River shoreline, a new visitor center, an amphitheater, and a renovated parking lot with stormwater treatment. e. The bulkhead realignment within the ship basin will result in filing approximately 7,153 square feet of the open water within the basin. This is being done to facilitate tidal flow within the basin to reduce siltation, and also to match the bulkhead elevation with the new elevation of the raised parking lot. To complete the bulkhead realignment, approximately 6,832 square feet of upland will be excavated and converted to open water. I.
