Dear Mr. Ledford:
The Pretreatment, Emergency Response, and Collection Systems Unit (PERCS) of the Division of Water
Resources has reviewed the Industrial User Pretreatment Permit (IUP) modification for the following
Significant Industrial User (SIU) submitted by Buncombe MSD. The IUP was received by the Division on
February 28, 2020. Additional information was requested and was received on March 27, 2020.

The review indicates with the following comment, that the IUP is adequate and meets the minimum
requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained
in the Division's database, has been updated accordingly.
Please send a signed copy of the IUP along with the transmittal letter once it is available.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant/Categorical Industrial
Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
