Please see the enclosed requested information from Louisiana-Pacific for Items that
Require Attention related to Permit No. WQ0000461. Enclosed are our findings and
supporting information.
Item 1
Field Summary Forms for application sites owned by Wilkes County Landfill,
specifically Tract 12, Field #5947 and Tract 21, Field #9513 either failed to specify
or indicated "new ground" as the target crop by which agronomic rates were
calculated. Permit Condition Part II. (10.) provides various options by which
agronomic rates may be calculated, none of which provide calculations associated
with "new ground" and all of which require a target crop be specified to determine
expected nitrogen requirements based on Realistic Yield Expectations (RYE).
Please provide an explanation and/or justification for the PAN rate associated with
"new ground" and/or report the missing crop information by which the Plant
Available Nitrogen (PAN) rate was calculated for the above listed fields.
Response
Land Application at the Wilkes County Solid Waste Landfill consists of applying
bulk residuals on fill dirt in a field or on closed cells of the landfill. The closed
cells consist of bare soil with no crop. Our bulk residuals are used to establish top
soil to support a cover crop.
The target crop is Fescue and has been identified on both field sheets 4910-12-5947
& 4910-21-9513. The Realistic Yield Expectations (RYE) is set at 149
lbs./acre. Neither location exceeded Agronomic Rates in 2019. See attached field
sheets.
Item 2
Non-compliance was reported on the Class A Annual Distribution and
Marketing/Surface Disposal Certification and Summary Form, related to
exceedances of Groundwater Standards [15A NCAC 02L .0202 (h) (111)] for
Nitrate (NO3) in monitoring wells DS1-MW4, DS1-MW5, and DS1-MW9 for
monitoring events conducted during calendar year 2019. The Permittee also

indicated that this matter continues to be studied in conjunction with the NCDEQ
aquifer Protection Section. Please provide and update of all findings and if
applicable, include any descriptions/detail of additional remediation/monitoring
planned to be conducted with projected schedules of implementation.
Response
No Land Application has occurred for more than ten years on field 1228-10387-
25 of which all Groundwater monitoring wells are located except for DS1-
MW3 which is located above the monitored area. NCDEQ Aquifer Protection
Section conducted a groundwater study and in 2018 relinquished all monitoring of
wells DS1-MWI, DS1-MW3, DS1-MW4, DS1-MW5, DS1-MW6, and DS1-
MW9 to Louisiana Pacific Corp. This historical exceedance is currently being
monitored annually (September) per permit WQ0000461.
