9. PROJECT D REMON
Bald Head Island is a part of a larger island group known as Smith Island Complex which is located at the
confluence of the Cape Fear River and the Atlantic Ocean, between Carolina Beach/Fort Fisher and Oak
Island, in the Brunswick County, North Carolina. It is accessed by private ferry service from Southport, NC.
Bald Head Island is the southern-most, and largest of the Smith Island chain. It's eastern and south facing
beaches are adjacent to the Atlantic Ocean. The intersection of east and south beaches create Cape Point,
from which Frying Pan Shoals extend some 22 miles into the Atlantic. The island's west beach is adjacent to
the Cape Fear River Inlet and its northern side is bordered by Bald Head Creek and associated salt marshes.
Bald Head Island is approximately three and one-half miles long and one-half to one-mile wide. The island
contains the largest remaining stand of climax maritime forest in southeastern North Carolina, and features
old live oaks and Cabbage Palmetto Palm trees (Smith Island Complex is the northern limit of its range). The
State of North Carolina has purchased approximately 175 acres of maritime forest, which will be preserved
and managed through the NC Coastal Reserve Program. Development of Bald Head Island is approximately
40-50% built-out, and,includes a marina, restaurants, bed and breakfast inns, golf course/club house, and
associated commercial, multi-family and single-family residential development. The four project sites are
located on the ocean front of Bald Head Island, two sites on South Beach and two sites on West Beach. South
Beach and the majority of West Beach are included in the U.S. Army Corps of Engineers Wilmington Harbor
Project as an approved site to receive beach compatible sediments resulting from the maintenance of the shipping
channel in the Cape Fear River and Inlet. The most recent beach renourishment on Bald Head Island was
completed in the spring of 2001.
The NC Division of Water Quality classifies the waters of the Cape Fear River in the project area, as SA, and
they are OPEN to the harvest of shellfish. The waters of the Atlantic Ocean are classified SB. These waters are
not designated as Primary Nursery Areas by the NC Division of Marine Fisheries. The project area is located in
the Ocean Hazard Area of Environmental Concern, as designated by the Coastal Resources Commission. The
designated Long-term Average Annual Shoreline Change Rates for this area of Bald Head Island range from 11.5
feet/year to 2 feet/year.
The Village of Bald Head Island is proposing to construct four (4) stormwater outfalls to the Atlantic Ocean to
relieve the flooding which occurs following major storm events. Following the hurricanes of the late 1990's,
Bald Head Island experienced severe flooding in the roadways and low areas of South and West Bald Head
Wynds. Standing water in excess of three (3) feet deep hampered ingress and egress of emergency and recovery
personnel. In addition, the applicant states that post-storm flooding damages utilities and infrastructure causing
unnecessary delays in restoration of services to the island's residents, and creates unsanitary conditions and
habitat for mosquito breeding. To remedy the prolonged flooding after a major storin, the applicant proposes to
install outfall pipes to drain the flood waters to the ocean and Cape Fear River. Each outfall would consist of
twin 24-inch diameter corrugated metal pipes, fitted with mechanical canal gates on the landward end and flap
gates at the waterward end (ocean). The proposed outfalls would be installed by direct burial (open trenching
and backfill) using mechanical excavating equipment. All disturbed areas would be restored to original contours
and re-vegetated with native vegetation. Under normal conditions, the entire length of the structure would be
below grade. The Village states that these outfalls would only be utilized in the event of flooding from a major
hurricane/storm. Temporary trenches would excavated from the waterward ends of the pipes to the ocean, as

necessary. These trenches would be 6 feet wide, plus associated 3:1 side-sl,,opes.
Outlet 1 (Sheet 3): This site is located off West Bald Head Wynd, south of Seagull Trail. The proposed
outfall would be 200 feet in length, excavated through secondary and frontal dune systems (dune crest
elevations to 15 ft. MSL), terminating 9 feet waterward of the current first line of stable, natural, vegetation'
and approximately 40 feet landward of the high tide line (4/25/02).
Outlet 2 (Sheet 5): This site is located off of Cape Fear Trail, at the beach access site, between Lots 1017
and 1018. The proposed outfall would be 200 feet in length, excavated through secondary and frontal dune
systems (dune crest elevations to 15 ft. MSL), terminating 49 feet waterward of the current first line of
stable, natural, vegetation and approximately 60 feet landward of the high tide line (4/25/02).
Outlet 3 (Sheet 7): This site is located off South Bald Head Wynd, opposite Black Skimmer Trail, between
Lots 1319 and 1320. The proposed outfall would be 200 feet in length, excavated through the frontal dune
systems (dune crest elevations to 12 ft. MSL), terminating 70 feet waterward of the current first line of
stable, natural, vegetation and approximately 20 feet landward of the high tide line (4/25/02).
Outlet 4 (Sheet 9): This site is located off of South Bald Head Wynd, west of Star Rush. The proposed
outfall would be 300 feet in length, excavated through secondary and frontal dune systems (dune crest
elevations to 12 ft. MSL), terminating 66 feet waterward of the current first line of stable, natural, vegetation
and approximately 20 feet landward of the high tide line (4/25/02).
10. ANTICIPATED IMPACTS
According to the applicant's calculations, installation of the proposed outfall structures would disturb
approximately 18,000 square feet of vegetated frontal and secondary dune systems and unvegetated beach area.
Depending upon the severity of the storm, the proposed outfall pipes (unanchored) would be susceptible to storm
damage/destruction. Also, minor storm events could expose the waterward sections of the outfall structures and
potentially create public safety and beach access/use issues. Provided the outfall pipes are still in place following
a major storm, theproject could provide some degree of relief from the subsequent flooding, facilitating recovery
efforts and limiting secondary damage to private property and infrastructure from inundation and/or submersion
in flood waters.

DESIGN NARRATIVE
The Village of Bald Head Island is proposing to install emergencx storm drainage outfall pipes in
four (4) locations on the Atlantic Ocean side of the island. The proposed project includes twin 24-
inch diameter corrugated metal pipes (CMP) at each location (see Appendix B; Index Map - Sheet
No. 2). The proposed emergency storm drainage outfall pipes will relieve flooding which occurs
due to major rainfall events on Bald Head Island. The proposed outfalls will not operate under
normal conditions. These outfalls will only discharge after major storm events which cause extreme
flooding such as hurricanes, tropical storms and nor'easters.
During major storm events, the roadway areas in the vicinity of the proposed pipes experiences
flooding and inundation that prevents emergency personnel from accessing the surrounding area.
Roadways have had as much as three feet of water standing in places after the major storm
events. In addition, this flooding damages utilities and infrastructure and causes unnecessary
delays in restoration of electrical, telephone, water and sanitary sewer services to the island.
Electrical transformers as well as the mound fields that serve as on-site sewer disposal for parts of
the island have been under water for weeks at a time due to the flooding after a major storm
event. This prolong flooding also causes water to pond for extended durations that in turn causes
detrimental impacts to the environment due to salt-water intrusion from over wash, damages
roadways and structures and provides an unnatural habitat for mosquitoes and other pests.
The only other alternative to relieve the roadway flooding that prevents access by emergency
personnel would be to raise the roadway elevations. This alternative does not address the
problems regarding restoration of utility service and damage to utilities and structures. Raising the
roadways is also impractical if not impossible due to the lack of required road right-of-way,
damming effect of the road by raising it, utility conflicts, topographic difficulties, private driveway
conflicts and expense.
By installing the proposed emergency outfall piping the need to "cut the dunes" to drain flood
waters will be negated. We feel the proposed outfalls are the best solution to removing flood
waters from roadways for emergency personnel to have access, restore utility service and to
prevent damage to infrastructure due to prolong flooding from a major storm event.

The Village of Bald Head Island will retain ownership and maintain the proposed emergency outfall
pipes. A detailed description of the proposed work follows as well as an Operational Procedures for
the emergency outfalls.
DESCRIPTION OF WORK
The proposed emergency outfalls are scheduled to be installed as soon as the CAMA Major Permit
is issued. Since no other permits are required, hopefully the outfalls can be installed before this
year's hurricane season.
The proposed emergency outfalls are located within common areas owned by the Bald Head Island
Property Owners Association (BHIPOA). The Village has a blanket easement for any storm
drainage improvements in the common areas from the BHIPOA. The outfalls are also located in
close proximity to public beach access areas that will allow for easier accessibility for maintenance
personnel.
As stated earlier, the proposed outfalls will only operate to relieve prolonged flooding caused by
major storm events and will not operate continuously throughout the year. The upstream end of
the pipes will have a valve mechanism installed in order to prevent the use of these pipes unless a
flood condition exists. The downstream end of the pipes will be fitted with a cap that will also
prevent unauthorized use of the pipes. Under normal conditions, both ends of all pipes will be
below existing grade and "gout of sight". See Appendix B; Sheets 3-10 for alignment and depth of
the proposed pipes. During a flood condition, both ends of all pipes will be exposed and opened in
order to drain the accumulated flood waters. Temporary swales will be constructed at the
upstream and downstream ends in order to convey the flood waters. These swales will be re-
graded to original conditions after the flood waters have rescinded.
The proposed outfalls will be installed using traditional trenching and backfill construction
techniques. The areas disturbed during construction will be minimal and total disturbance will be
less than 0.41-acres. All areas disturbed will be restored to original conditions and re-vegetated
with native vegetation to match the existing density and plant material.

4. OPEN UPSTREAM VALVE MECHANISM IN ORDER FOR FLOOD WATERS TO FLOW THRU OUTFALL
PIPING.
S. CONTINUOUSLY MONITOR THE OUTFALLS WHILE THE VALVE IS OPEN TO ASSURE THE FLOOD
WATER IS DRAINNING AND TO PREVENT SALT-WATER INTRUSION DURING PERIODS OF HIGH-
TIDE.
6. CLOSE VALVE IMMEDIATELY IF OCEAN WATER BEGINS TO BACKFLOW THRU THE OUTFALL
PIPING.
7. AFTER ALL FLOOD WATERS HAVE DRAINED TO AN ACCEPTABLE LEVEL, CLOSE THE UPSTREAM
VALVES ON THE OUTFALL PIPES.
8. MONITOR AREA FOR 24-HOURS TO MAKE SURE THE FLOOD WATERS HAVE RESCINDED TO
ACCEPTABLE LEVELS.
9. RE-GRADE AREA WHERE TEMPORARY SWALES WERE CONSTRUCTED.
10.RESTORE ALL AREAS DISTURBED DURING THE OPERATION OF THE EMERGENCY OUTFALLS TO
ORIGINAL GRADES AND WITH NATIVE AND SIMILAR PLANTINGS.

This office does object to the permanent placement of these outfall pipes. T he potential for
discharge after any rain is greater and the potential to cause closure of "wat ers" is higher. The
closure of waters outside of any large strom event will be noted as a degrad ation to waters by DWQ
and will be soenforced_ DWQ has no objections to pumps placedd and use d after hurricane
situations. The permanence of these structures has a Greater likihood of ca using a watwer quality
violation,
