NPDES Permit No . NC0034452 Davidson County Technical Services has received and reviewed the letter from the. Mayor. of Thomasville , James G . Norton, dated August 24 , 1988 . The concerns addressed in the letter were reviewed with the following conclusions : 1 . The Willow Creek discharge is above the City ' s drinking water reservoir , Lake Thom-A-Lex. a . The outfall from Willow Creek :is 6 miles above the reservoir b . The modeling analysis predicts the creek to be at back- ground conditions 3 miles below the. discharge 2 . The proposed :increase in design flow should result in more stringent limits . a . The analysis performed in 1986 included Westchester Academy , which no longer exists on the creek b. The previous allocation was based on the dissolved. oxygen minimum on an unnamed tributary above the location of the Willow Creek discharge 3 . The limits for this facility should be at least as strin- gent as those established for the Thomasville discharge into Hamby Creek. a . The 7Q10 flow in Hamby Creek :is 0 . 2 efs , and the 7Q10 flow :in Abbotts Creek is 1 . 55 cfs b. The instream waste concentration for the City ' s dis- charge into Hamby Creek is 97% and the instream waste concentration for the Willow Creek' s discharge into Abbotts Creek is 7% The modeling analysis included all the surrounding residen tial discharges at their existing limits . The instream self-- monitoring data show that downstream of the discharge the average dissolved oxygen levels for summer are approximately 10 mg/l and the D.O. saturation is 96 . 5%. The instream monitoring point is located 0 . 5 mile below the discharge which is the approximate location of the D.O . sag point from the modeling analysis . C. 27611 -7687 ;s;7 Re: Proposed Re-Issuance and Modifications to NPDES Permit #NC0034452 �( Dear Mr. Wilms: - The City of Thomasville is concerned about the proposed re-issuance of the above referenced NPDES Permit. The discharge from this facility is upstream of our reservoir, Lake Thom-A-Lex. It is the sole source of water for the residents of the Cities of Thomasville and Lexington, and the Fairgrove and Pilot communities. The City is not opposed to any actions on the part of the State that would improve the quality of water discharged to our impoundment. We are opposed to the increased discharge limits proposed in this permit established by your modeling procedures. The City feels the limits for this facility should be at least as stringent as those established re- gulating our discharge into Hamby Creek. The City of Thomasville joins with the City of Lexington in calling for a review of the discharge limits and a public hearing in Davidson County to discuss the concerns of the cities as well as the neighbors of the treatment plant.
