Center Avenue, Suite 301 Mooresville, North Carolina Subject: Incident # 202000187 Mr. Basinger, Our office received Notice of Violation NOV-2020-DV-0059 on February 14, 2020. In response to the Notice of Violation, on January 27, 2020 Water Resource received a call that a manhole on Cansler Street was overflowing. Upon arrival the crew tried to jet from the downstream manhole to the manhole overflowing. The jetter hose could not break up the blockage this way. They then went to the overflowing manhole and vacuumed it out, thus stopping the SSO. They worked back and forth before the blockage of bricks and grease was removed. This area was videoed and no other problems were found. This line is added to the monthly Hot Spot list and will be monitored and cleaned going forward. Center Avenue, Suite 301 Mooresville, North Carolina Subject: Incident # 202000076 Mr. Basinger, Our office received Notice of Violation NOV-2020-DV-0059 on February 14, 2020. In response to the Notice of Violation, on 1/13/2020 Beason Creek Pump Station could not keep up with the rainfall, losing 27,000 Gallons of waste water into the creek. This is due to excessive Inflow and Infiltration from the gravity line and the amount of rain that day. Kings Mountain has employed Joel Wood and Associates to do a I&I study on this gravity line. Many small problems were found by smoke testing. Repairs have been made on laterals and a cross connection accordingly. We are aware there must be more issues. When rain starts we have multiple crews inspecting manholes trying to locate the major problem, but all small problems found are repaired. On February 14, 2020 a temporary bypass pump was installed to assist the pump station with excessive flow. This pump is set up to automatically start when the flow is high. The existing Gorman Rupp pump station will be replaced with a larger Smith and Loveless pump station early March 2020. Delivery date of new station is March 6, 2020 and will start that day. The Division's Mooresville Regional Office concludes that the City of Kings Mountain violated Permit Condition 1 (2) of Permit No. WQCS00036 by failing to effectively manage, maintain, and operate their collection system so that there is no SSO (Sanitary Sewer Overflow) to the land or surface waters and the SSO constituted making an outlet to waters of the State for purposes of G5. 143-215. 1 (a)(1), for which a permit is required by G.S. 143-215. 1.
