STORMWATER MANAGEMENT PLAN (SMP) - MODIFICATION TO TWO (2) BMPs
Dear Mr. Stovall,
On June 28, 2001, the Division of Water Quality (DWQ) issued a SMP APPROVAL to the NC Dept. of
Corrections to satisfy a stormwater condition in the 401 Water Quality Certification issued by the DWQ
on December 4, 2000.
On December 3, 2009, the Division of Water Quality DWQ received a request from Mr. Jeff Thompson
of Hobbs, Upchurch & Associates for acceptance into the Express Review Program regarding a
modification to two (2) of the three (3) wet ponds that were permitted. This letter advises you that your
project will be accepted into the Express Review Program once the following items are received:
a. The application fee of $1000.00 made payable to the North Carolina Division of Water Quality
[Stormwater Management Plan (SMP) fee for one (1) to two (2) drainage areas];
b. Two (2) complete and collated copies of the Express Review Stormwater Management Plan
Application [ http://www.ncwaterqualily.org/ncwetlands/documents/ExpRevSWMAppV2.pdf];
Two (2) collated copies of all supporting information pertaining to this project including:
i. A breakdown of the built upon or impervious areas within each drainage area.
ii. Pond sizing calculations using the proposed conditions (Required permanent pool
surface area and volume for the selected average depth and total impervious amount).
Please include the stage-surface area-volume table from top of sediment elevation to
permanent pool elevation.
iii. Water quality (design) volume calculations;
iv. Treatment volumes provided (or available) in the ponds between the permanent pool
and the next opening (weir or orifice) above the drawdown orifice.
V. Drawdown (orifice sizing) calculations for the new design volumes.
vi. Signed and notarized Operation & Maintenance Agreements for the BMPs, available at

d. Two collated copies of full size plans (with detailed construction information) including, but not
limited to, the following:
i. Existing conditions map of project area;
ii. Site grading plan showing existing and proposed contours, and delineated drainage
areas to the BMPs;
iii. Plan and cross sectional views of the BMPs showing detailed information such as
forebay(s), outlet structure(s), zone or pool level elevations, bottom and top of berm
elevations, access ways, etc. at appropriate scales;
iv. Construction sequence including sediment and erosion control measures to ensure that
the newly constructed site would be stabilized prior to sending runoff to the BMPs.
e. One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or
color). If the plans are too large to store in TIFF format, they can be stored in PDF.
Please note that a pre-application meeting is reauired prior to the submittal of vour completed application.
Since this is a modification, the owner of the project is not required to be present at the pre-application
meeting. The clock for this project will not start until receipt of the completed application package and
required fee. If the drainage areas exceed what is indicated on the Initial Interest Form and/or the services
are different you may be required to remit an additional fee.
