NCDWQ for stream bank stabilization work associated with small intermittent stream
channel located on Green Drive in Morrisville, NC. The Town of Morrisville is
requesting approval to stabilize the banks of this channel to eliminate the detrimental
erosion problem that is ongoing. The stream is subject to the Neuse River Riparian
Buffer Rules and buffer approval is also being requested through this submittal.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The project site is located within the Morrisville corporate limits and is on the south side of Green Drive. The stream
channel proposed for stabilization is located between two existing residences. This stream is culverted under Green
Drive and flows south to Crabtree Creek. Rip-rap has previously been placed at the downstream side of this culvert and
adjacent to the existing manhole on the streambank. The majority of the streambank is severely eroding and is adjacent
to maintained lawns. The project vicinity includes residential neighborhoods and commercial areas along NC Highway 54
and Aviation Parkway in Morrisville. The project site is located approximately 0.8 mile west of Lake Crabtree.

3d. Explain the purpose of the proposed project:
The unnamed tributary to Crabtree Creek is experiencing considerable erosion, which has resulted in destabilization of its
banks and the exposure of nearby underground utility structures. The purposed of this project is to stabilize its banks and
prevent future erosion that may expose utility structures and degrade the residential lots that are adjacent to the channel.
3e. Describe the overall project in detail, including the type of equipment to be used:
The stream banks will be re-shaped to a 3:1 slope and protected with geotextile liner and 12" Class B rip-rap. The outlet
of the culvert under Green Drive will be protected with a concrete pad and 18" Class B rip rap with geotextile liner.
Approximately 70 linear feet of stream bank occurs between the outfall of the culvert and the point where the stabilization
will end. Equipment to be used includes small back hoes, excavators, etc.

6i. Comments: The existing buffer adjacent to this intermittent channel consists of maintained lawn. The proposed
construction will not change the buffer type, but will stabilize the buffer from further erosion. The temporary construction
easement inside of Zone 1 will be stabilized and revegetated immediately after construction.
D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Direct impact to the intermittent channel and buffer cannot be avoided due to the need to fix the erosion problem. The project
engineer has proposed the minimum amount of stabilization measures as possible while still being able to successfully
stabilize the stream bank and prevent further erosion. As required by NWP 13; the project does not place more than 1 yard3
of material below the plane of the ordinary high water mark. The total amount of rip rap material placed below the ordinary
high water line is approximately 140 ft3 {5.18 yards3). This equates to 2 ft3 {0.074 yards3) per linear foot. This amount is well
below the thresholds identified in NWP 13 conditions.

Suitable erosion and sedimentation control BMPs will be used during the construction of the project to protect downstream
water quality.

North Carolina Natural Heritage Program database search on November 19, 2009 indicated that the closest element
occurrence of a federally protected species was that of a bald eagle near Lake Crabtree in 2008. This project will have
