By memo dated May 26, 2009 (attached), Cyndi Karoly - NCDENR-DWQ - 401
Oversight and Express Permitting Unit, requested that the Ecosystem Enhancement Program
(EEP) determine the amount(s) of Riparian Buffer Mitigation and/or Nutrient Offset Credit that
would be available from the subject site. All buffered areas are a minimum of 50' and a
maximum of 200' wide. As noted in the memo, all buffered areas are adjacent to agricultural
drainage ditches and therefore may only be used for nutrient offset credit. Analysis indicates the
actual buffered area totals 26.19 acres
Based on this information, the Debit Ledger will list 26.19 Nutrient Offset Credits
for this site.

The Howard Farm Riparian Restoration Site (NCEEP Full Delivery site) includes buffer restoration along unnamed
tributaries of Mussel Run. According to the monitoring report, 26.3 acres of buffer mitigation is available on the site.
Buffer width was greater than 50 feet in the reports. Staff present include Shelton Sullivan, Matt Matthews, Amy Chapman,
Tammy Hill, John Domey, Kyle Barnes, Anthony Scarbraugh and Chris Pullinger and Eric Kulz from DWQ as well as, Guy
Pearce, and Tim Baumgartner from EEP as well as Jeff Becker from Greene Environmental and Kevin Tweedy from Baker
Engineering.
This site is in its fourth year of monitoring and the monitoring reports all state that vegetation criteria are being met across the
entire site. In most cases, trees seem to be growing well throughout the site.
From the field visit, these features are clearly ditches rather than stream subject to the Neuse River Buffer rules. This site is
appropriate for nutrient offset credit but not for buffer credit. The ledger should be adjusted accordingly.
