Dear Mr. Ledford:
The Pretreatment, Emergency Response, and Collection Systems Unit (PERCS) of the Division of Water
Resources has reviewed the request to drop the following Industrial User Pretreatment Permit (IUP) from
the list of Significant Industrial Users (SIUs) for Buncombe MSD. This request was received by the Division
on March 16, 2020.

The review indicates that the SIU capped the discharge line and no longer discharge to the POTW, thus no
longer meets the definition of Significant Industrial User. Therefore, the SIU drop request is approved
based on compliance with 15 NCAC 2H .0907(b) and .0903(b) (30). The SIU list which is part of your
approved pretreatment program is hereby modified.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant/Categorical Industrial
Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
