The project is located on the southeast side of NC Highway 53 in Onslow County. The property is approximately 26.33 acres with an existing dirt access driveway that bisects the wetland area. In order to access the upland areas behind the wetland area, a Nationwide Permit 29 is being sought. The proposed project consists of approximately 30 single family residences that are served by on-site wastewater systems. Approximately eleven homes are to be serviced by remote off-site wastewater systems located in a designated wastewater easement area. The property will be provided potable water by a community water well that is to be located in the middle portion of the tract. The USACOE permit required will include 404 wetland impacts for a wetland fill area tQ> accommodate the construction of a right of way that meets requirements for access by emergency and fire vehicles. The impact are expected to be approximately 0.48 acres. This wetland impact has been minimized by locating the right of way and roadway in the existing disturbed drive that is currently on the property. The impact is also minimized by installing the supply line for the septic systems under the wetland areas by directional bore PO. Box 882 Hampstead, NC 28443 910.270.2919 FAX 270.2988 November 12, 2009 method and will be accessed only from the upland areas. This area for the supply line easement has not been considered in the impact area. In response to the needed impact, payment into the Hoffman Forest Wetland Mitigation Bank (HFWMB) at a 1:1 ratio is being proposed and an acceptance has been obtained from the HFWMB. If you have any questions or require any additional information, please feel free to contact me at (910) 270-2919.
