Box 185 Macclesfield, N.C. 27852 SUBJECT: Permit No. 0050661 Authorization To Construct Town of Macclesfield Wastewater Treatment Facilities EPA Project No. C370605-03 Dear Mayor Etheridge: The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of a 0.175 MGD extended aeration wastewater treatment facility to consist of an influent pump station, grit chamber, oxidation ditch, final clarifier, tertiary filter, chlorination facilities, post-aeration, waste sludge pumping station, sludge holding tank, sludge drying beds, opera- tions building, influent measurement, influent and effluent sampling, and 1400 linear feet of 4-inch water main. Do not proceed with construction until the Authorization-to-Award package, LMO, and MBE documentation/certification has been reviewed, and you are in receipt of our approval, if Federal Fundinq is desired for project construction. The Permittee shall employ a State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State certificate of the grade at least equivalent to the classification assigned to the wastewater treatment faci- lities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50% completed. This Authorization to Construct is issued in accordance with Part III paragraph C of NPDES Permit No. NC 0050661 issued June 30, 1982, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, supporting documents, and are in compliance with the conditions and limitations specified in Permit No. NC 0050661.. This Authorization to Construct is issued subject to the Condition that the Permittee obtains a sludge analysis and a sludge E.P. toxicity analysis; and obtains approval of these analyses from the Division of Health Services, 1', 0, Hux 2/68/ kaleiyh,N. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Environmental Management, Water Quality Section and the Raleigh Regional Office.
