Box 1869 Newport, North Carolina 28570 Subject: Technical Correction NPDES Permit No. NCO021555 Town of Newport WWTP Carteret County Class III Facility Dear Mayor Garner: Division of Water Quality staff have prepared a minor permit modification to correct the description of the existing wastewater treatment plant, as follows: • On Supplement to Permit Cover Sheet, removed ultraviolet disinfection and rotary drum tertiary filter as existing treatment components, and added chlorination and dechlorination to reflect current conditions. Please replace the old Supplement to Permit Cover Sheet with the attached corrected version. Therefore, the exclusive authority to operate and discharge from this facility arises under the permit conditions, requirements, terms, and provisions included herein. The Town of Newport is hereby authorized to: 1. Continue to operate an existing 0.6 MGD wastewater treatment facility located at the Newport WWTP (160 Kirby Lane, Newport) in Carteret County. This permitted facility discharges via outfall 001 and includes the following wastewater treatment components: • Dual headworks with manual bar screens • Partial Influent/waste sludge pump station with three pumps • Oxidation ditch with dual mechanical rotors, • Polymer addition system • Parallel dual clarifiers • Aerobic digester • Four available sludge drying beds • A 1.5-meter sludge belt press • Chlorination • Dechlorination • Post-aeration chamber • Effluent flow meter with recorder 2. Upon receiving an Authorization to Construct from the Division and submitting an engineer's certification, construct and operate a 1.2 MGD wastewater treatment facility including the following components: • Headworks including a mechanical bar screen and grit removal system • Influent and effluent flow monitoring and flow proportional composite samplers • Influent pump station • Dual oxidation ditches approximately 723,000 gallons in size • Sludge bio-stabilization unit with lime feed • Two new clarifiers • Dual tertiary disk filters • New chlorine contact basin with a new dechlorination facility • Gravity step aeration unit 3. Discharge from said treatment works into Newport River, currently a class C stream in the White Oak River Basin, at the location specified on the attached map. The existing plant no longer has the rotary drum tertiary filter nor the ultraviolet disinfection. 2.
