This approval allows you to: 1). Construct a stone rip rap or bulkhead the remaining 600-650 linear feet of unstabilized shoreline; 2). Construct additional docks to add 31 new boat slips. This approval is only valid for the purpose and design that you described in your CAMA application dated January 18, 2002 received by the Division of Water Quality (DWQ). After reviewing your application, we have determined that General Water Quality Certification Number 3274 covers this activity. This Certification allows you to use your CAMA Permit when the NC Division of Coastal Management issues it. Please keep in mind that there may be additional Federal, State or Local regulations applicable to your project, such as (but not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations and Coastal Stormwater. In addition, this approval will expire when the accompanying CAMA Permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your CAMA application dated January 18, 2002. If you change or modify your project, you must notify the Division (DWQ) in writing and you may be required to send us a new application for a new certification. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H.0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification and the additional conditions listed below: 1). When the shoreline stabilization portion of the project is being constructed, the CAMA representative will need to come back to the site and re-stake the CAMA line to avoid additional impacts. (If the vegetated wetland impacts exceed 750sq ft, please notify this Office in writing). 2). When working on the docks and rip rap/bulkhead, turbidity controls must be maintained throughout construction, so that turbidity does not exceed 25 NTUs outside the project area. PROJECT SUMMARY: The applicant proposes to modify a portion of the existing docks and construct additional docks to add 31 new boat slips, and stabilize the remaining 600-650 linear feet of the existing basin's shoreline, with large stone rip rap and/or bulkhead. PROJECT DESCRIPTION The project site is the existing Port Cape Fear Marina/Wilmington Marine Center facility, located adjacent to the Cape Fear River, at 3410 River Road, in Wilmington, NC. The inland basin is approximately 700 feet long and 300 feet wide, and includes 78 wet slips (15 covered wet slips), a travel hoist, and a boat rail system, with associated temporary dockage between the boat hoist and rail. The marina is accessed from the Cape Fear River by an access channel, approximately 2200 feet in length and 100 feet wide. The surrounding highground currently includes a service/repair building, office, parking, and a permanent, diked spoils disposal area. The applicant has an active permit (State Permit # 128-98) for continued maintenance excavation of the marina basin (700' X 250' X -8') and entrance channel (2220' X 100' X -8'), as well as, replacement of the covered wet slip facility and the stabilization of the basin's western and northern shorelines. The Cape Fear River is classified as SC waters by the NC Division of Water Quality. It is a designed Primary Nursery Area (PNA) by the NC Division of Marine Fisheries. The applicant is proposing to modify his existing permit to complete the remaining shoreline stabilization of the marina basin. There are two areas of the shoreline which have not yet been stabilized. The first is a section, approximately 250 linear feet in length, in the southwest corner of the basin, along the peninsula (spoil disposal area). There are narrow pockets of Smooth Cordgrass (Spartina alterniflora) and Salt Reed Grass ( artina cynosuroides) that have colonized along edge of the unstabilized shoreline. The second area is, approximately 350 linear feet in length, and it is located in the basin's northeast corner, between the existing fuel docks, around the marine railway, to the fixed docks on the north side of the marina. Smooth Cordgrass (Spartina alterniflora) and Salt Reed Grass ( artina cynosuroides) have also colonized a small area, approximately 100 feet long and 10-20 feet wide, on the south side of the marine railway. The proposed erosion control structures in this' area would be landward of the wetland pocket. The applicant is requesting the option of using either stone rip rap or installing concrete bulkhead. If the rip rap option is used the existing bank would be graded to a 2:1 slope, then covered with filter fabric and large stone rip rap. The toe of the rock would extend approximately 10 feet into the marina basin, below mean high water (MHW). If the bulkhead option is selected, the wall should average no more than 5 feet below MHW. The applicant is also proposing to modify the slip arrangement on the north dock and install additional docking facilities for smaller vessels. The north side fixed dock would be extended 36' X 8', all of the fixed finger piers removed, and eight (8) new floating finger piers installed (2 @ 23', 3 @ 43', 2 @ 38', 1 @ 33'). The existing marine rail dock would be replaced with a new dock (fixed or floating) 160 ` X 8'. A new floating dock system is proposed to replace the existing floating docks between the fuel dock and the marine railway. This dock would consist of approximately 325 linear feet of floating dock, 6 feet wide, with 12 finger piers arranged along its length (3 @ 23', 7 @ 33', 2 @ 53', 1 @ 38'). The redesigned and additional docking facilities would result in 31 additional boat slips. 10. ANTICIPATED IMPACTS The proposed shoreline stabilization would cause the loss of approximately 750 square feet of Coastal Wetlands and incorporate, approximately 4,500 square feet of shallow bottom within the existing inland basin. The project would stabilize the remaining 600-650 linear feet of the basin's shoreline. The proposed dock modifications and new docking system would create an additional thirty-one (31) boat slips.
