Staff from the Wetlands Unit reviewed the plans and found that sufficient information was provided to show that the stream channel downstream of the relocated channel may remain stable. Please note that this approval is for water quality purposes only and shall not be construed as an approval of the design for dam/outlet structure integrity, Dam Safety, public safety, or flood attenuation purposes. Also, please note that this approval does not satisfy the need for mitigation for the impacts to the buffers and stream indicated in the 401 Water Quality Certification dated June 13, 2002. These plans and calculations address the Additional Comment in the Approval Letter dated June 15, 2002, that requires "... information sufficient to demonstrate that the remnant stream channel downstream of the relocated channel be stable." In summary, the HEC-RAS model was utilized to determine the flow and velocity of the existing stream and proposed channel. As per our meeting, the two-year storm event will serve as the design criteria to protect the downstream section from erosion. With the slope of the existing stream being approximately 7%, we believe that the downstream remnant section of the stream would be protected if the velocity of the proposed channel be equal to or less than the velocity of the existing stream at its downstream intersection. We determined that the most efficient cross section of the channel would be a 2-foot bottom with 3:1 side slopes with a depth of 1 foot. The storm event was modeled by HEC-RAS to determine the flow and velocity in the existing stream and the proposed channel configuration. The slope of the proposed channel was selected to mimic the existing stream. The existing conditions for the existing stream included the flow from an existing storm discharge from the apartment complex and the flow from the natural vegetative state of the proposed Long Lake Subdivision prior to any construction activities. The proposed conditions included the flow from the apartment complex and full build-out of the Long Lake Subdivision within the drainage basin at the intersection (Cross Section 2000) of the proposed channel and existing stream. Also, a constructed wetland is being proposed to address the water quality and quantity concerns resulting from the development of the Long Lake Subdivision within the drainage basin. The base flow of the stream is negligible and was not included in the model. The results of the analysis indicate that the velocity of the 2-year storm event in the proposed channel slope and cross section is less than the velocity of the existing channel at Section 2000. The model results indicate that the existing stream velocity is 4.46 ft/sec and the proposed channel is 4.19 ft/sec. The reduction is primarily the result of the detention within the constructed wetlands during the 2-year storm event. The existing flow is 21.3 cubic feet per second (cfs) and the proposed channel flow is 14.1 cfs.. At the end of the proposed channel, rip-rap will be installed to further protect the downstream at the transition from the channel to the natural stream configuration. Jim, The proposed collector street referred to as Toscana Drive is an integral part and critical element of the US 70 (Glenwood Avenue) Corridor Plan jointly developed by the City of Raleigh, NCDOT, and interested property owners during a comprehensive corridor study that took place over a 21 month period from July, 1990 to March, 1992. The US 70 Corridor Plan proposes a combination of parallel collector streets along with limited movement "paired" intersections along US 70 to both reduce the amount of local circulation trips on the main highway while also significantly reducing the turning movement conflicts at major intersections, thus improving the level of service and traffic safety on US 70. An ancillary benefit of these more human scale, lower speed streets (as compared to US 70) is to provide much safer and more pleasant accommodations for the movements of bicyclists and pedestrians. Specifically, the Toscana Drive connector would greatly reduce eastbound to northbound and southbound to westbound turns at the US 70 / Pinecrest Drive intersection. It would also make it much easier to utilize Grove Barton Drive, a parallel collector street that has already been completed, thus making it possible to also avoid having to use the heavily congested US 70 / Lynn Road intersection. The recommended plan was adopted by NCDOT and the City of Raleigh and subsequently incorporated into the Capital Area MPO Transportation Plan and the City's Comprehensive Plan --- see the following web link for more information: http://www.raleigh-nc.org/planning/CP/us70 west.htm . The City has since appropriated almost 8 million dollars to help partner with private property owners to construct high priority segments of the US 70 collector street network. The existing street stub of Toscana Drive currently connecting to US 70 was built as a part of the abutting apartment complex to the east in early 1992, several years before the establishment of the Neuse River Riparian Buffer Rules. At this point, it appears that there are no feasible and prudent alternatives to relocate the alignment of this collector street that could avoid or significantly reduce stream impacts. Therefore, we would respectfully request that this street's construction be allowed along the recommended alignment, and that whatever stream impacts mitigation are deemed to be necessary, such as relocating the stream to outside the street's right-of-way, be devised and implemented in a manner that would allow this street to be built as planned. I hope this e-mail provides historical perspective adequate to verify the high priority that has been given by the City and NCDOT to transportation planning efforts for the US 70 corridor, while also providing sufficient specific purpose and need justification to support moving forward on the construction of the proposed Toscana Drive / US 70 1 collector street connector.
