This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0023949. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Page# NPDES yr/mo/day Inspection Type (Cont.) 31 NCO023949 I11 12I 20/03/13 117 18 ICI Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) The Goldsboro WWTP was inspected 03/13/2020 at 10:30am by Paul Mays. The facility was found to be compliant with NPDES permit NC0023949, well maintained and well operated. The ORC Robert Sherman was present during the inspection and was very helpful. Below is a summary of the findings during the inspection. The review period of 12/2018 through 01/2020 showed no enforcements over the review period. The October 2019 DMR was spot checked for completeness. October 31, 2019 DMR data was checked against the lab data and no issues were found. The facility was clean and very well maintained. All records required for the inspection were present, complete and readily available for review with no hassle or delay. Goldsboro WWTP lab runs most analytical test inhouse and only uses outside labs for a few required metal samples. The Laboratory was well -kept, and Kathy Hill was present for records required from the lab. The current permit was readily available for review at the beginning of inspection. The Influent Flow Meter was calibrated 05/14/2019. The unit was in good condition and fully operations Influent Sampler was off for the weekend. The sampler is flow proportional is typically set to at least 4 degrees. Each sample obtained was 400ml according to ORC. The grit from the Grit Removal Unit is currently stored in the Lagoon and disposed as needed. Screenings from Bar Screen are disposed of in landfill. Bar Screen Unit was operational and in good condition. The DO in the Aeration Basin evaluated during inspection had an acceptable DO of 2.17 mg/I. The other Aeration Basins were not evaluated during inspection to keep exposure to wastewater at a minimum due to coronavirus outbreak. The Secondary Clarifier Unit was in good condition and fully operational. No issues could be found. The Facility is looking to close some of the basins due to concerns for Seymore Johnson Air Force Base runways. The Basins are planned to provide habitat for large migratory waterfowl. Spare parts are stored in the Sludge Belt Press building and forebay garage. The Facility has 2 generators and they are run weekly. Both Sludge Belt Press units were in good condition and only one of the two were being utilized at the time of inspection. The processed sludge is taken by dump truck to the Goldsboro compost facility. Three of the four High Rate Tertiary Filtration units were in operation during inspection. One was down due to maintenance purposes and this did not affect the facilities ability to meet required permit limits. The effluent from the filters looked great and the turbidity was 0.83 NTU. The Turbidity Meter was calibrated on 02/2020.
