9. PROJECT DESCRIPTION
The Wilmington International Airport is located at 1740 Airport Boulevard Road (off North 23rd Street) in Wilmington, New Hanover County
and is adjacent to Smith Creek. To locate the project site from NC Highway 17, travel north on North 23rd Street for approximately 2
miles to the intersection of Airport Boulevard. Tum right onto Airport Boulevard. Access to the project site is restricted due to FAA
security regulations and can be accessed by escort from the Airport Authority staff. You may contact the airport Director Julie Wilsey
(910) 941-4333 at the Wilmington International Airport to schedule a site visit.
The Wilmington International Airport consists of an airport terminal, parking, hangars, runways, roadways, approach lighting systems
including catwalk and light bars, and associated facilities. The Wilmington International Airport is located on a large tract totaling 1,340
acres and is a mix of wetlands and uplands with an average elevation of 7 feet above Normal High Water (NHW). The adjacent properties
surrounding the project site are a mix of undeveloped uplands, commercial and residential properties. The project sites are located within
the active airfield, which is maintained/mowed regularly to manage vegetation at very low heights as required by the FAA.
The Stream 1 Project Area is located adjacent to the Runway Safety Area (RSA) of Runway 35 and Taxiway Safety Area (TSA) of
Taxiway A. The Stream 1 Project Area contains a perennial inland tidal (freshwater) UT to Smith Creek (Stream 1) and non -tidal 404
wetlands (Wetland C). Vegetation in this area is primarily upland grasses and is consistently maintained per FAA requirements. Stream
1 is considered to have a low functional value according to NCWAM assessment provided in the application package. The banks of
Stream 1 were previously riprapped but are heavily eroded from the discharge from an open 30" pipe that drains the airfield. Erosion
has resulted in heavy sedimentation downstream approximately 250' to Smith Creek. Wetland C is adjacent to Stream 1 and is
considered a low quality wetland via NCWAM assessment consisting of Juncus effuses, Fimbristylis spadicea, and Andropogon
glomeratus as well as upland grasses and herbs. Wetland C is fed by a 24" open stormwater pipe and may have been created as the
result of stormwater drainage eroding down to the water table. Wetland C joins to Stream 1 approximately 65' before Stream 1 discharges
in to Smith Creek. Normal High Water within Stream 1 begins at the 30" outfall pipe and meets with Smith Creek but was determined
non -navigable by DCM staff at a site visit on January 19, 2018. However, at the confluence of Stream 1 and Smith Creek DCM has
determined that Smith Creek is navigable and would be subject to the 30' buffer rule. The 30' buffer encompasses an area of 2,031
square feet within the Stream 1 Project Area. A chain link fence crosses the confluence of the Stream 1 and Smith Creek to prevent
wildlife from entering the airfield. Along the south side of the Stream 1 Project Area and adjacent to Smith Creek, a mix of Coastal and
404 type Wetlands are present. Coastal Wetland vegetation consists primarily of broad-leaved cattails (Typha lafdolia) and sawgrass
(Cladium jamaicense). Large expanses of common reed (Phragmites australis) are present and intermixed along the shoreline of Smith
Creek and its tributaries. The wetlands south of the approach to runway 35 range in width from 150 feet to 1500+ feet along the shoreline
of Smith Creek and its tributaries to the highground.
The Stream 3 project area is located adjacent to the RSA of Runway 24 and the TSA of Runway B. The Stream 3 Project Area contains
a perennial, non -tidal UT to Smith Creek (Stream 3). 196 linear feet of Stream 3 is open and has been historically lined with concrete
and flows from three 60" stormwater pipes upstream to three 60" stormwater pipes downstream. There are two eroded grate inlets, one
to the south and one to the north, that contain 42" and 36" stormwater pipes, respectively, that discharge in to the open Stream 3 channel.
Stream 3 has a 404/401 jurisdictional status and the surrounding area is exclusively maintained upland grasses, there is no wetland
vegetation present.
The New Hanover County Land Use Plan classifies the high ground portion of the property as Commerce and the wetland areas as
Conservation. The waters of Smith Creek are classified C; Sw by the Division of Water Resources (DWR), and they are CLOSED to
shellfishing. This section of Smith Creek and its tributaries ARE NOT designated as a Primary Nursery Area (PNA) by the N.C. Division
of Marine Fisheries (DMF).
PROPOSED PROJECT
The applicant proposes to eliminate wildlife habitat areas as a part of FAA required improvements to mitigate wildlife hazards to aircraft
travel within the airfield by making upgrades to an existing stormwater system located over wetlands by installing new pipes, filling to
grade, and constructing a riprap outfall area adjacent to Smith Creek. The proposed project is split in to two focus areas, Stream1 Project
Area, and Stream 3 Project Area. Within the Stream 1 Project Area is Stream 1 and Wetland C. The applicant proposes connect a 245
linear foot 48" aluminum pipe to the existing 30" outfall pipe at the head of Stream 1 through a junction box with manhole frame. The
proposed 48" aluminum pipe would lead from the junction box to the confluence of Stream 1 and Smith Creek (at the metal fence). At
the base of the 48" outfall would be an aluminum endwall and wingwalls and a 24' in width by 16' in length Class 1 Riprap apron. The
apron would be within the channel of Smith Creek, -3.0' below Normal High Water, and would serve as outlet protection to the banks.
The applicant states that a cofferdam would be constructed within the footprint of the proposed riprap dissipator and used to dewater the
project area for installation. Water flow would be pumped around the project areas and back in to the stream until work is completed.
The applicant proposes a 168 linear foot 24" aluminum pipe to connect to the existing 24" outfall pipe through a junction box with manhole
frame. The proposed 24" aluminum pipe would lead from the junction box and connect to the proposed 48" aluminum pipe through a 48"
by 24" WYE and 30" manhole access riser. The connection would be located approximately 70' from the confluence of Stream 1 and
Smith Creek. The applicant proposes 4,600 cubic yards of fill for this project area to bring it to grade. The existing chain link fence would
be replaced behind the new endwall after filling and grading are complete.
Within the Stream 3 Project Area, the applicant proposes to connect three (3) 196 linear foot 72" aluminum pipes to three existing 60"
stormwater pipes located upstream and downstream of Stream 3. Three 30" manhole risers with frame and grate will be installed at the
upstream connection area. As proposed, the existing 42" diameter pipe gate inlet to the south will connect to the proposed 72" pipes
through a new 42" diameter stub out pipe. Similarly, the exiting 36" diameter stormwater pipe and gate inlet to the north will also connect
directly to the proposed 72" pipes through a new 36" diameter stub out pipe. Three manhole access risers with frame and grate will be
installed downstream of Stream 3. The applicant proposes 1,700 cubic yards of fill for this project area to bring it to grade. The existing
concrete channel would not be removed for this project. Silt fencing would be installed around all disturbed areas in accordance with the
Sediment and Erosion Control Plan. Graded areas would be sodded with live grass sod to provide permanent stabilization.
10. ANTICIPATED IMPACTS
The proposed construction of the 245 linear foot 48" aluminum pipe within Steam 1 would result in 3,228 square feet of permanent impact
to Section 404 stream (labeled Impact #1A in Figure 2). The proposed riprap dissipator and associated concrete endwall and wing walls
would result in 465 square feet of permanent impacts to navigable waters within Smith Creek (labeled Impact #1 B in Figure 2). The
proposed 168 linear foot 24" aluminum pipe within Wetland C would result in 3,206 square feet of permanent impacts to non -tidal Section
404 wetlands. The Stream 1 Project area would require 43,101 square feet of high ground disturbance for the placement of 4,600 cubic
yards of fill. The Stream 1 Project Area would have an overall impact of 2,031 square feet within the 30' Public Trust Shoreline and
Public Trust Waters Area of Environmental Concern.
The proposed construction of three 196 linear foot 72" aluminum pipes and stub out connections to existing grate inlets within Stream 3
would result in 4,214 square feet of permanent impacts to perennial, non -tidal stream (labeled Impact #3 in Figure 4). The Stream 3
Project area would require 37,330 square feet of high ground disturbance for the placement of 1,700 cubic yards of fill.
The applicant proposes to mitigate for 3,206 square feet of permanent impacts to Wetlands C within the Stream 1 Project Area by
purchasing wetland credits at a ratio of 1:1 from the Northeast Cape Fear Umbrella Mitigation Bank (NECFUMB), which sells credits at
one-tenth increments. Mitigation for 292 linear feet of Stream 1 impacts (Impact #1A and #113) within the Stream 1 Project Area is
proposed at a 0.5:1 ratio. The applicant proposes to purchase 146.5 linear feet of freshwater tidal stream credits offsite from the
NECFUMB. No compensation is proposed for impacts to Stream 3 within the Stream 3 Project Area.

Dear Mr. Surgan:
The Wilmington Airport Authority requests a CAMA Major Development Permit for the
Wilmington International Airport (ILM) Wildlife Mitigation Project for Wet Detention Basins and
Open Ditches. The proposed project is located at the Wilmington International Airport at 1740
Airport Blvd in Wilmington, New Hanover County, North Carolina (Lat: 34.262814°N; Long: -
77.902695°W).
The Wilmington International Airport (PARID: PID: R04200-001-025-000) is located in the Cape
Fear River Basin (HUC 03030007) and onsite waters drain to Smith Creek. The Water Quality
Classification for Smith Creek is C;Sw and the Stream Index Number is: 18-74-63. Smith Creek is
classified as an "Inland Water" by the NC Division of Marine Fisheries.
Proposed Project
The purpose of the proposed project is to meet FAA requirements by mitigating public safety
hazards associated with aircraft travel by eliminating wildlife habitat hazards within the airfield to
improve aircraft safety. The proposed project consists of piping, filling and grading Wetland C,
Stream 1 and Stream 3, as depicted in the attached exhibits. The FAA has identified these areas as
wildlife hazards, which are within close proximity to the Runway Safety Areas (RSA) and Taxiway
SafetyAreas (TSA) that must be eliminated to meet FAA requirements and prevent wildlife strikes.
These features attract both birds and terrestrial wildlife, with the terrestrial wildlife being the
primary concern. These features are in very close proximity to the runways and taxiways, greatly
increasing the likelihood of a wildlife strike with an aircraft. Several months ago, a small passenger
aircraft struck a coyote on the runway, and the proposed project is critical to improving aircraft and
public safety. So

The project consists of two separate project areas.
Stream 1 Project Area - ±2.0 acres

The proposed activities at this project area consists of extending the existing stormwater drainage
pipes to beyond the perimeter security fence in order to eliminate wildlife habitat within the RSA
and TSA. This will be accomplished by installing a 48 -inch pipe and junction box within Stream 1
that will connect to the existing 30 -inch stormwater drainage pipe, which outfalls into Stream 1. A
24 -inch pipe will be installed within Wetland C, which will connect to the existing 24 -inch
stormwater drainage pipe which discharges into Wetland C. The 24 -inch pipe in Wetland C and will
connect to the 48 -inch pipe in Stream 1 which will extend beyond the perimeter fence. An
aluminum head wall and wing walls will be constructed at the end of the 48 -inch pipe to stabilize the
proposed fi Il. The perimeter fence will be reconstructed on top of the headwall. A rip -rap dissipator
will be installed below the outfall in order to dissipate outfall velocity and prevent erosion and
sedimentation of downstream waters and wetlands. Once the stormwater pipes and headwall/wing
walls have been installed, the surrounding area will be filled and graded to create a wide, gently
sloping grassed swale which will collect runoff from Runway 35 and Taxiway A and provide water
quality treatment before conveying the runoff beyond the perimeter fence. Also, the filling and
grading in this area will create a gently sloping swale that allows for better vegetation
maintenance/mowing as required by the FAA. Please note that the proposed project will not create
any additional impervious area, and will not change the existing volume of stormwater drainage
discharging into Stream 1.
• Stream 3 Project Area - ±2.0 acres
o Located at north end of Runway 24, between Runway 24 and Taxiway B
o Lat: 34.275290°N; -77.894426°W
o Impact 3 -Stream 3 (non -tidal stream, historically lined with concrete).
The proposed activities at this project area consists of installation of three 72 -inch pipes within the
open portion of Stream 3, which will connect the upstream and downstream 72 -inch stormwater
drainage pipes in order to create a closed drainage system, thereby eliminating the wildlife habitat
as required by the FAA. Once the stormwater pipes have been installed, the surrounding area will
be filled and graded to create a wide, gently sloping grassed swale which will collect runoff from
Runway 24 and Taxiway B and funnel it into two existing grated stormwater inlets and six proposed
grated stormwater inlets. The existing pipes (North Pipe: 36 -inch; South Pipe: 42 -inch) below the
two existing grated stormwater inlets will be connected to the proposed 72 -inch pipes. The six
proposed grated stormwater inlets (30 -inch) will be constructed on top of the proposed 72 -inch
pipes. The upland area around the open portion of Stream 3 currently acts as temporary storm
storage when flow during large storms (i.e. hurricanes) results in flow rates and volumes that caused
the pipes to back up. The cause of the pipes backing up is primarily due to an undersized 11�

culverts at North Kerr Avenue. When the flow in the pipes backs up, the water overflows into the
upland area around Stream 3, where it is temporarily stored and eventually drains back into the
open ditch once flow decreases. Since the drainage system will be closed, the two existing and eight
grated storm inlets will mimic the existing conditions and will serve dual functions:
• During small storm events, the grated storm inlets will collect storm runoff and convey it
into the proposed pipes.
• During large storm events where the volume and rate of flow is at levels resulting in the
pipes backing up, water will flow out of the grated storm inlets, allowing for temporary
storage in the surrounding uplands. Once flow decreases, the water will flow into the grated
inlets and back into the pipes, returning the area to dry conditions.
Also, the filling and grading in this area will create a gently sloping swale that allows for better
vegetation maintenance/mowing as required by the FAA.
Project History
Onsite wetlands were delineated by WithersRavenel in February 2017. The jurisdictional limits
and status of Wetland C, Stream 1 and Stream 3 were confirmed by Kyle Dahl with the US Army
Corps of Engineers (USACE) on 03/14/17 (SAW -2016-00075). However, a JD has not been issued
to date. A Preliminary JD Request specific for these features has been provided as an Appendix.
A site visit with Chad Coburn with the NC Division of Water Resources (NCDWR) was conducted
on 1/10/18 to review Wetland C, Streams 1 & 3 and to discuss the proposed impacts.
An onsite pre -application meeting was conducted with Brooks Surgan with NC Division of Coastal
Management (NCDCM) and Liz Hair with the USACE was conducted on 1/19/18. During the
meeting, Wetland C, Stream 1 and Stream 3 were reviewed and the proposed impacts were
discussed. Please note that during the meeting, it was confirmed that Stream 3 has been historically
lined with concrete.
In an email dated 1/22/18, Brooks Surgan with NCDCM confirmed that the CAMA jurisdiction for
Stream 1 stops at the perimeter security fence, as this feature is non -navigable upstream of the
perimeter fence. The 30' CAMA AEC at the end of the CAMA jurisdiction extends 30 ft west of the
perimeter fence and into the project area. A copy of Mr. Surgan's email has been provided as an
Appendix.
The Wilmington International Airport has received authorizations for two previous Wildlife Hazard
Mitigation projects that involved removal of wildlife habitat as required by the FAA. The projects
were:

The cumulative impacts associated with previous permitted actions at the airport exceed
thresholds for requiring mitigation, and therefore the applicant is proposing to provide mitigation
for the proposed impacts associated with the current project.
Existing Conditions
Both project areas are located within the active airfield, which is maintained/mowed regularly to
manage vegetation at very low heights as required by the FAA. The Stream 1 Project Area is located
adjacent to the Runway Safety Area (RSA) of Runway 35 and Taxiway Safety Area (TSA) of Taxiway
A. The Stream 3 Project Area is located adjacent to the RSA of Runway 24 and the TSA of Runway
B.
Stream 1 Project Area contains a perennial inland tidal (freshwater) UT to Smith Creek (Stream 1)
and a non -tidal 404 wetland (Wetland Q. The banks of Stream 1, as well as the vegetation within
Wetland C are regularly maintained. The banks of Stream 1 are very steep, and have been
historically lined with various forms of rip -rap materials in an effort to minimize erosion. However,
heavy erosion of the banks of Stream 1 result in significant sedimentation of the downstream
section of Stream 1, and ultimately Smith Creek. Wetland C is a low quality wetland which was
created as a result of the stormwater drainage eroding down to the water table. Erosion within
Wetland C during storm events also contributes to the sedimentation of downstream portions of
Stream 1.
The Stream 3 Project Area contains a perennial, non -tidal UT to Smith Creek (Stream 3). Both the
upstream and downstream portions of Stream 3 have been historically piped, with only 196 If of
open stream remaining. The channel bottom of Stream 3 has been historically lined with concrete
to prevent erosion. This has effectively eliminated the functional value of Stream 3, but does not
negate the 404/401 jurisdictional status.
Areas of Environmental Concern
Stream 1 is an inland tidal UT to Smith Creek, which is classified as C;Sw, and is subject to a 30'
CAMA Area of Environmental Concern (AEC). NCDCM has determined that CAMA jurisdiction
stops at the perimeter fence, as the upstream portions of Stream 1 are not navigable. The 30' AEC
extends 30 ft west of the perimeter fence, and encompasses approximately 0.05 acres (2,031 sq ft)
of the Stream 1 Project Area. While the proposed project will not result in impervious area within
the 30' AEC, the entire 30' AEC within the project area will be filled and graded.

The proposed upland development consists of the filling and grading of the areas within the Stream
1 Project Area and Stream 3 Project Area. The filling and grading are necessary in order to raise the
grades of these areas in order to allow for better vegetation maintenance as required by the FAA.
The Stream 1 Project Area will be graded to create a wide, gently sloping grassed swale which will
capture runoff from Runway 24 and Taxiway A and provide water quality treatment before
conveying the drainage into the wetlands to the east. The Stream 3 project area will be graded to
create a wide, gently sloping grassed swale which will collect runoff from Taxiway B and Runway 24
and funnel the runoff to stormwater inlets.
At Stream 3 Project Area, once the stormwater pipes have been installed, the surrounding area will
be filled and graded to create a wide, gently sloping grassed swale which will collect runoff from
Runway 24 and Taxiway B and funnel it into two existing grated stormwater inlets and six proposed
grated stormwater inlets. The two existing grated storm inlets flow into existing pipes (North Pipe:
36 -inch; South Pipe: 42 -inch), which will be connected to the proposed 72 -inch pipes. The six
proposed grated stormwater inlets (30 -inch) will be constructed on top of the proposed 72 -inch
pipes. The upland area around the open portion of Stream 3 currently acts as temporary storm
storage when flow during large storms (i.e. hurricanes) results in flow rates and volumes that caused
the pipes to back up. The cause of the pipes backing up is primarily due to an undersized NCDOT
culvert at North Kerr Avenue. When the flow in the pipes backed up, the water overflows into the
upland area around Stream 3, where it is temporarily stored and eventually drains back into the
open ditch once flow decreases. Since the drainage system will be closed, the two existing and eight
grated storm inlets will mimic the existing conditions and will serve dual functions:
• During small storm events, the grated storm inlets will collect storm runoff and convey it
into the proposed pipes.
• During large storm events where the volume and rate of flow is at levels resulting in the
pipes backing up, water will flow out of the grated storm inlets, allowing for temporary storage in
the surrounding uplands. Once flow decreases, the water will flow into the grated inlets and back
into the pipes, returning the area to dry conditions.
Proposed Impacts
The proposed impacts consist of 0.07 acre of permanent impactsto non -tidal 404wetlands (Impact
2 / Wetland C), 262 If of permanent impacts to a Section 404/10 inland tidal water (Impact
1A/Stream 1), 30 If of permanent impacts to a navigable stream subject to CAMA jurisdiction
(Impact 113/Stream 1) and 196 If of permanent impacts to a non -tidal stream (Impact 3/Stream 3).

Ultimately, all jurisdictional features within the project areas will be removed in order to eliminate
the wildlife habitat as required by the FAA.
Avoidance and Minimization
The proposed impacts are necessary to remove wildlife habitat within the RSA and TSA to meet
FAA safety requirements at ILM by removing wildlife habitat to prevent wildlife strikes. Since the
wildlife habitat to be removed consists of jurisdictional wetlands and streams, impacts could not be
avoided or minimized. It should be noted that the wetlands and streams proposed to be impacted
are highly degraded as a result of historic activities at ILM.
Specifically, Wetland C is not a natural wetland and was created as a result of the stormwater
drainage eroding the area within Wetland C to the groundwater table. The vegetation within
Wetland C consists of early successional herbaceous wetland vegetation. WithersRavenel
conducted an NCWAM functional assessment of Wetland C, which determined that the functional
value was "Low'.
Stream 1 is an inland tidal stream which was historically channelized to convey stormwater from
the closed stormwater management system beyond the perimeter fence. The channelization and
down cutting has resulted in very steep banks. Stream 1 experiences significant erosion of the
banks, resulting in sedimentation of the downstream section of Stream 1 and ultimately Smith
Creek. The proposed piping of Stream 1 will result in overall improvements to the water quality
within downstream portions of Stream 1 and Smith Creek by eliminating the current erosion and
sediment transport into these streams. WithersRavenel conducted an NCSAM functional
assessment of Stream 1, which determined that the functional value was "Low".
Stream 3 has been historically lined with concrete to prevent erosion, which effectively eliminated
the functional value of the open portions of Stream 3.
Silt fencing will be installed around all disturbed areas in accordance with the Sediment & Erosion
Control Plan, which will be reviewed and approved by NCDMLR. Upon completion of grading, all
areas will be sodded with live grass sod to provide permanent stabilization.
Installation of the proposed culverts will completed "in the dry". This will be accomplished through
the use of coffer dams and pumping flow around the project areas and back into the streams
downstream. The coffer dam for Stream 1 will be constructed within the footprint of the proposed
rip -rap dissipator during dewatering, and converted to the final rip -rap dissipator once installation
of the culvert is complete.
Mitigation
Since the proposed project does not avoid and minimize impacts to jurisdictionalRTtawali��V0
wetlands, compensatory mitigation is proposed.
Wetland Mitigation MAY
The NCWAM assessment determined the functional value of Wetland C to be "Low". A;DN, NC
Wetland C is not a natural wetland and was created as a result of stormwater rudNoting the
area down to the water table. The applicant proposes to mitigation for the 0.07 acres of permanent

wetland impacts (Impact 2) at a 1:1 ratio. The mitigation will be purchased from the Northeast Cape
Fear Umbrella Mitigation Bank (NECFUMB), which sells credits in one-tenth acre increments.
Therefore, the applicant proposes to purchase 0.10 acres of wetland mitigation. A copy of the
Letter of Availability from NECFUMB has been provided as an Appendix.
Stream Mitigation
The NCSAM assessment of Stream 1 determined the functional value to be "Low". The proposed
piping of Stream 1 will result in an overall benefit to the water quality of the downstream portions
of Stream 1, and ultimately Smith Creek, by eliminating the introduction of significant levels of
sediment resulting from the eroding stream banks. Considering the low functional value of Stream
1 and water quality benefits resulting from eliminating the sedimentation from the eroding banks,
a 0.5:1 mitigation ratio is proposed for Impacts 1A& 1B, which total 292 If. The proposed 0.5:1 ratio
results in the purchase of 146 If of offsite stream credits. NECFUMB has freshwater tidal stream
credits available. Therefore, the applicant proposes to purchase the 146.5 If of freshwater tidal
stream credits from the NECFUMB. A copy of the Letter of Availability from the NECFUMB has
been provided as an Appendix.
Stream 3 has been historically lined with concrete, which effectively eliminated the functional
value. Therefore, the applicant does not propose compensatory mitigation for impacts to Stream 3
(Impact 3).

The Wilmington International Airport is serviced by the CFPUA sewer system and WWTP. The proposed project consists of
elimination of wildlife habitat adjacent to the runways and taxiways and will not generate wastewater.

large storwmater collection network.
5. Activities and Impacts

The purpose of the proposed project is to mitigate safety hazards by eliminating wildlife habitat/attractants within the airfield
near the runways and taxiways in order to improve aircraft safety during arrival and departure. The FAA has identified
several wildlife habitat features within the Wilmington International Airport which must be removed, as these features attract
both birds and terrestrial wildlife, with the terrestrial wildlife being the primary concern. The close proximity of the these
features to the runways and taxiways significantly increase the likelihood of a wildlife strike by an aircraft. In 2017, a small
passsenger plane struck a coyote on the runway, so the proposed project is critical to aircraft and public safety.
This application is specific to the removal of Stream 1 (inland -tidal water), Stream 3 and Wetland C. Stream 1 (Impacts 1A &
1 B) and Wetland C (Impact 2) are adjacent to the Runway Safety Area (RSA) of Runway 35 and the Taxiway Safety Area
(TSA) of Taxiway A. Stream 3 (Impact 3) is located adjacent to the RSA for Runway 24 and the TSA for Taxiway B.
Please note that Stream 1 is an inland -tidal stream. However, in an email from Brooks Surgan, dated 1/22/18, it was
determined that CAMA jurisdiction stops at the perimeter fence, as portion of Stream 1 upstream of the perimeter fence is
not navigable. Therefore the portions of Stream 1 upstream the perimeter fence (Impact 1A) are considered Section 404/10
waters, which are not subject to CAMA jurisdiction. The portion of Stream 1 downstream of the perimeter fence (Impact 1 B)
is considered navigable waters subject to CAMA jurisdiction.
The completion of the project will increase aircraft and public safety as part of the normal daily operation and activities
associated with the operation of the airport
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
The project will be constructed by installing drainage pipes connecting to the existing storm drainage system in order to
capture and convey flow past the perimeter fence in order to eliminate wildlife habitat within the perimeter fence and within
the RSA and TSA. Standard commercial construction equipment of various size and number will be used to construct the
proposed project (see Project Narrative for more information). All equipment will be stored outside of the AEC in uplands
adjacent to the projects.

The development actitivies consist of extending the existing storm drainage pipes in order to eliminate wildlife habitat within
the RSA and TSA.
At the Stream 1 Project Area (Impacts 1A & 1 B/Stream & Impact 2/Wetland C), the existing stormwater drainage pipes will
be extended beyond the perimeter fence. This will be accomplished by installing a 245 -ft long x 48" aluminum pipe and
junction box within Stream 1 that will connect to the existing 30" stormwater drainage pipe, which outfalls into Stream 1. A
168 -ft long x 24" aluminum pipe will be installed within Wetland C, which will connect to the existing 24" stormwater drainage
pipe which discharges into Wetland C. The 24" pipe in Wetland C and will connect to the 48" pipe in Stream 1 which will
extend beyond the perimeter fence. An aluminum head wall and wing walls will be constructed at the end of the 48" pipe to
stabilize the proposed fill. The perimeter fence will be reconstructed on top of the headwall. A rip -rap dissipator will be
installed below the outfall in order to dissipate outfall velocity and prevent erosion and sedimentation of downstream waters
and wetlands. Once the stormwater pipes and headwall/wing walls have been installed, the surrounding area will be filled
and graded to create a wide, gently sloping grassed swale which will collect runoff from Runway 35 and Taxiway A and
provide water quality treatment before conveying the runoff beyond the perimeter fence. Also, the filling and grading in this
area will create a gently sloping swale that allows for better vegetation maintenance/mowing as required by the FAA. Please
note that the proposed project will not create any additional impervious area, and will not change the existing volume of
stormwater drainage discharging into Stream 1.
At the Stream 3 Project Area (Impact 3/Stream 3), which is outside of CAMA jurisdiction, three 196 -ft long x 72" aluminum
pipes will be installed within the open portion of Stream 3, which will connect the upstream and downstream 72" stormwater
drainage pipes in order to create a closed drainage system, thereby eliminating the wildlife habitat as required by the FAA.
Once the stormwater pipes have been installed, the surrounding area will be filled and graded to create a wide, gently
sloping grassed swale which will collect runoff from Runway 24 and Taxiway B and funnel it into two existing grated
stormwater inlets and six proposed grated stormwater inlets. The existing pipes (North Pipe: 36"; South Pipe: 42") below the
two existing grated stormwater inlets will be connected to the proposed 72" pipes. The six proposed grated stormwater inlets
