The purpose of this narrative is to briefly describe the development of a new industrial site off of
Highway 311 in Sophia, NC located on a 65.683 acre parcel in Randolph County.
This stormwater management plan is the result of the site access crossing a perennial stream.
The existing 65.683 acre site was wooded with mostly hardwoods and a few evergreens a few years
ago and was timbered. This parcel is the remainder of a larger 97 ac parcel from which NCDOT
crossed with the New Highway 311. The remaining property is zoned for industrial use. The existing
topography slopes from north to south to a perennial stream near the center of the property. The site is
not serviced by any public sewer.
The proposed development consists of clearing, grubbing & grading approximately 25 acres and
placing approximately 150,000 sf of buildings on the North — Northwestern portion of the property.
There was no existing Built Upon area.
The access to the property will create a new paved drive to the new site. The new BUA from this drive
will be treated in three (3) new bio- cells. Flow will go thru a grass lined channel to each new bio -cell.
A detailed sequence of construction has been provided to ensure the bio -cell is completed at the end of
the project and that the site is stabilized prior to allowing any stormwater to enter the completed bio -
cell.
The main project area consisting of the building and approximately 550,000 sf of new storage area for
logs will be treated by a wet detention pond designed for 90% TSS removal.

Bioretention Operation and Maintenance Agreement
I will keep a maintenance record on this BMP. This maintenance record will be kept in a
log in a known set location. Any deficient BW elements noted in the inspection will be
corrected, repaired or replaced immediately. These deficiencies can affect the integrity
of structures, safety of the public, and the removal efficiency of the BW.
Important operation and maintenance procedures:
- Immediately after the bioretention cell is established, the plants will be watered
twice weekly if needed until the plants become established (commonly six
weeks).
- Snow, mulch or any other material will NEVER be piled on the surface of the
bioretention cell.
- Heavy equipment will NEVER be driven over the bioretention cell.
- Special care will be taken to prevent sediment from entering the bioretention cell.
- Once a year, a soil test of the soil media will be conducted.
After the bioretention cell is established, I will inspect it once a month and within 24
hours after every storm event greater than 1.0 inches (or 1.5 inches if in a Coastal
County). Records of operation and maintenance will be kept in a known set location
and will be available upon request.
Inspection activities shall be performed as follows. Any problems that are found shall
be repaired immediately.

Per your request, soil conditions were evaluated within the areas shown on the attached map to determine the depth of the
seasonal high water table. Work was conducted to satisfy requirements set forth in the North Carolina Division of Water
Quality Stormwater Best Management Practices Manual. Samples were collected with hand augers.
The seasonal high -water table is determined by a field evaluation for soil wetness conditions. Soil wetness conditions are
determined by the presence of redoximorphic (redox) features with a chroma of 2 or less (in Munsell color notation) in
mottles or the horizon matrix. Colors of chroma 2 or less due to relic minerals from the parent material (underlying rock)
or anaerobic activity created by placement of fill material are not considered as indicators for seasonal high water.
RESULTS
Two areas of the property were evaluated for the presence of the SHWT. Multiple soil borings were evaluated within
each area to determine SHWT depth. Data for each location is below and is also shown on the attached map. Contour
data was obtained from NC DOT GIS division.
