On March 31, 2016, the City of New Bern was issued a Notice of Violation (NOV-2016-PC-0140)
at Lawson Creek Park in Craven County. The City received approval for a riparian buffer restoration plan
on February 7, 2017 for the north side (riverside) of Lawson Creek Road to correct this violation. In
February of 2017, the approved plan was executed and one- hundred and twenty three plants were planted.
On October 18, 2017 the Interim Director of Parks and Recreation, Matthew Montanye submitted the first
of five annual reports required to document the trees that have survived. Please find attached the third
annual report for 2019.

Plant Count:
• Number of plants originally: 123
• Number of known plants surviving: 59
• Number of plants dead/missing/overgrown: 64
Notes:
At the time of our inspection, most of the original plants on the northern (river) side were overgrown with
natural growth. Thus, we were unable to get an accurate count on a portion of the original plantings. This
fall, we will replant the dead/missing and further inspect overgrowth ones. Several of the plants could have
been lost due to Hurricane Florence. However, with the regrowth of natural vegetation on the northern
(river) side, the need to replant that many dead/missing plants may not be necessary. Please see attached
photos. Trees and shrubs planted will be chosen from the Plant List submitted as exhibit 3 with the initial
Restoration Plan. Nuisance vegetation will continue to be monitored and maintained.
