Subject: Pretreatment Review of Industrial User Pretreatment Permit
City of Lumberton (NPDES Permit No: NC0024571)
Robeson County
Dear Ms. Allen:
PERCS Unit of the Division of Water Resources has reviewed the original issued Industrial
Pretreatment Permit (IUP) submitted by the City of Lumberton for the following Significant
Industrial User (SIU). The IUP was received by the Division on February 11, 2020.
IUP SIU
023 Sampson County Disposal LLC
The review indicates that with the following comments, the IUP is adequate and the minimum
requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f) (1) (iii) are met. Your
allocation table, maintained in the Division's computer, has been updated accordingly.
1. Pretreatment Unit: The permit indicated pH adjustment, while the application indicated
no pretreatment at all. It is assumed that the permit is correct, please have the applicant
updated the page 8 of the application to include pH adjustment and send a copy to PERCS
file. Otherwise, modify the permit to remove the pretreatment unit.
2. General Condition #10 & #12: Please update the Department reference to "Department
of Environmental Quality" and the Division reference to "Division of Water Resources"
when the next time the IUP is modified or renewed.
Federal and State pretreatment regulations require the local delegated pretreatment program
to effectively control and document the discharge of wastewater from Significant/Categorical
