Melissa, I left you a voicemail today about this project. I'm helping April out with reviews while she's on leave (she'll be back next week). I have a few questions about the subject application. It's probably easier to work through these over the phone, so let me know when would be a good time to discuss. 1. Please explain why the temporary impacts are needed in some parts but not others where the road is the same distance from the parallel stream. Buffer impacts were shown in all location that temporary construction easement is being obtained and encroaches the buffer beyond the limits of the existing transportation facility. 22 + 00 PCN states that the temporary buffer impacts at sites 1 and 2 are due to installation of retaining walls. However, the plans only appear to show a very small length of wall at site 2 (circled in red below). Temporary impacts are shown where no wall is shown. Is there a proposed wall along the edge of the sidewalk? The profiles don't seem to show that. Please clarify. See response to question #1. What type of vegetation does the existing buffer area shown with temporary impacts consist of (herbaceous/shrubs/trees)? A re -planting plan may be needed. The existing buffer is vegetated with trees. We can provide a re -planting plan like the ones we usually do for NCDOT projects. 4. I'm having difficulty determining what the top "boundary' of the impact polygons are based on at all four sites. Is it the r/w line, existing transportation facility limits, or other? The Applicant may ultimately purchase the Credits, if they are available, following Permit issuance. Should the Applicant purchase the Credits at that time, we will complete and execute the Mitigation Credit Transfer Certificate (Certificate) within five (5) days of receipt of the full purchase price. We will additionally provide copies of the completed and executed Certificate to the Applicant, the Division of Water Resources (DWR) and, if needed, other regulatory agencies. In addition, we will provide DWR with an updated copy of the Bank's Ledger, reflecting the transaction.
