The PERCS Unit of the Division of Water Resources has reviewed the new Industrial User Pretreatment Permit (IUP)
submitted by the Town of Wilkesboro for the following Significant Industrial User (SIU). The IUP was received by the
Division on February 26, 2020.

The review indicates, with the comments below that the IUP is adequate and the minimum requirements of 15A
NCAC 02H .0905 and .016 and 40 CFR 403.8(f)(1)(iii) are met.
1. IUP Transmittal: It appears that the IUP became effective March 2, 2020, and our office did not receive the IUP
until February 26, 2020. Please note that, per 15A NCAC 2H .0917(a), each Control Authority shall transmit to
the Division copies of all SIU pretreatment permits 30 days prior to the effective date.
SIU Transmittal Letter and AT: Please provide copy of transmittal letter to the SIU upon delivered and updated
Allocation Table (AT) for our records.
Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control
and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the
POTW's responsibility to ensure that these objectives are consistently met.
