Dear Valerie & Robert:
The Underground Injection Control (UIC) Program of the Division of Water Resources (DWR) is
responsible for the regulation of injection well construction and operation activities in the state of
North Carolina. Our records indicate that an injection well associated with a Geothermal
heating/cooling system was constructed on your property at 209 Ridgecrest Dr. Chapel Hill, North
Carolina and that UIC Permit No. WI0500198 had been issued for the operation of this injection
well. This permit was most recently issued to Valerie L. Bateman & Robert M. Jessup on January
27, 2014 (Enclosure 1).
This permit expired on March 31, 2019. On February 8, 2019 you were issued a Notice of
Expiration (Enclosure 2) and a permit renewal application with instructions to submit the necessary
paperwork. To date the UIC Program has not received your renewal application. Therefore, our
records indicate that the following violations exist.
VIOLATION #1:
According to 15A NCAC 02C.0224 (a) No Geothermal Heating and Cooling Water Return Well
shall be constructed, repaired or operated without a permit.
VIOLATION #2:
According to 15A NCAC 02C.0224 (c) Permit Renewals are required to be submitted at least 120
days prior to the expiration date of the permit.
REQUIRED CORRECTIVE ACTION FOR THESE VIOLATIONS:
You must complete and submit the Application for a Permit to Construct or Operate injection wells
within 15 days of the receipt of this letter. For your convenience the Application for a Permit to
Construct and Operate Injection wells is attached (Enclosure 3).
