DANIEL SMITH Director Piedmont Natural Gas Attn: Aaron Weldon 4720 Piedmont Row Drive Charlotte, NC 28210 Dear Mr. Weldon: NORTH CAROLINA Environmental Quality March 5, 2020 Subject: 401 Water Quality and Buffer Authorization Certification Inspection Piedmont Natural Gas Line 439 Replacement Project DWR Project # 18-1640 V3 On March 3, 2020, Anthony Scarbraugh of the Division of Water Resources (DWR) meet with Michael Parham and Todd Moody of Duke Energy, Daniel Craft of Contract Land Staff, LLC and Irby Heflin of Meridian Construction Consultants, LLC to inspected stream, wetland and buffer crossings for the natural gas line replacement project on the subject property located at 2242 and 0 Sunny Side Road near City of Greenville, Pitt County. The subject properties are owned by the City of Greenville and known as Pitt County Tax Parcel Nos. 33065 and 48152, respectively. This project was inspected for compliance with the General Water Quality Certification (GC) #4133 and Buffer Authorization with Additional Conditions issued on October 28, 2019 for the proposed project. Please note, this inspection was conducted to satisfy a condition of the Bank Parcel Development Package and Mitigation Bank Instrument for the proposed Tar -Pamlico Riparian Buffer and Nutrient Offset Bank known as GUC Buffer & Nutrient Bank Parcel stating that compliance with the 401 Water Quality Certification and Buffer Authorization with additional conditions must be satisfied prior to the implementation of the project. The GC approved impacts on the subject property of 50 linear feet of stream, 1.10 acres of wetland, and 19,791 square feet of buffer impacts to complete your project as described in your application received by DWR on September 19, 2019 with subsequent information received on October 23, 2019. The inspection revealed that the project has been completed on the subject parcels. Impacts did not exceed beyond the footprint of those approved. The inspection revealed that the inspected portion of this project is currently compliant with the GC #4133 and buffer authorization. As a reminder, if you change your project you must notify us and you may be required to send us a new application. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. Upon completion of all work approved within the 401 WQC, and any subsequent modifications, the applicant is required to return the enclosed certificate of completion to the 401 & Buffer Permitting Unit, North Carolina Division of Water Resources, 1617 Mail Service Center, Raleigh, NC 27699-1617. The authorizations to proceed with your proposed impacts or to conduct impacts to water and buffer as depicted in your application and as authorized by this Certifications shall expire upon the expiration of the 404 or CAMA Permit and Buffer Authorization. This form may be returned to DWR by the applicant, the applicant's authorized agent, or the project engineer. It is not necessary to send certificates from all of these.
