The purpose of this email is to notify you that out client has decided to withdraw his application from the
express review process. I will be resubmitting the application today via the normal 401 process and
requesting a conditional approval with a condition that the final stormwater plan be approved by DWQ prior
to commencing approved impacts. This change is because the final stormwater plans will not be ready for
more than 30 days. Hopefully we will receive the 401 prior to completion of the final stormwater plans and
at that time it is likely that my client will request a review of just the final stormwater plans thru the Express
program. If you have questions please advise, hopefully we can benefit time wise somewhat with the 401
from the initial review Cynthia has performed. It is my understanding that her outstanding issues were
related only to stormwater and that she did not have any other unresolved issues related to approval of the
