The term "Allowable" means that you still have an impact that requires an authorization under the Tar -Pamlico Riparian Buffer Rules. You can provide the information to me via email and I will forward it to my co-worker Chris Pullinger who is processing the buffer authorization application. For preliminary review, I've attached our current Site Plan showing the proposed location of the house, driveway, and septic system. Also attached existing survey. Here are a few more questions I have regarding information requested on the Application: (my questions in RED below.) Section B. Project Information and Prior Project History 1. Surface Waters 2c. — total linear feet of existing streams on the property? This property fronts a Canal, does that classify as a Stream? The canal would classify as a stream and the total linear distance of the waterfront portion of the lot which is approximately 50 If. Project History 6a. — have permits or certifications been requested or obtained for this property? The property Owner has a Septic permit issued from DHEC, do I need to provide proof? If so, what specific information needs to be submitted? You can provide a copy of the septic permit. Specifically, there have been no past permits or authorization issued for the subject property from the Division of Water Resources. Section C. Proposed Impacts Inventory 1. Buffer Impacts 1c. — List all Buffer impacts. I'm not sure which Impacts apply when I reference the Table of Uses, I don't see specific impacts ie. House, Driveway, etc. a. Stream Name — is this referring to the adjacent Canal? If so, I can't find a name for it on any of the maps. The impacts within Zone would be considered allowable under Session Law 2012-200. The stream is an unnamed Tributary to Pamlico River and Pamlico Sound with a Water Quality Classification of SA;HWQ. Section D. Impact Justification and Mitigation 1. Avoidance and Minimization — proposed impacts for both Design and Construction to avoid or minimize impacts on Buffer. Design — My current response - Minimized the overall footprint of the proposed structure to reduce site disturbance. "Sounds good" Construction — My current response - Erosion control measures will include site fencing and designated material storage area. Construction equipment and delivery will have designated access into site. "Sounds good" Section E. Diffuse Flow Plan 1. Type of SCM we're providing — First I'm not sure how to confirm whether the project will create concentrated stormwater flow through the buffer? If required, I'm not sure which SCM strategy is best for the site? The installation of impervious surface within the 50-foot Riparian Buffer will require the collection and treatment of stormwater conveying from the coverage area. This can be achieved by installation of gutter system that collects stormwater with a discharge outside the 50-foot buffer that meets the diffuse flow requirements prior to entering the buffer. You may also elect to install a rain garden or other stormwater BMP that meets the 30 percent removal of Total Nitrogen and Phosphorus as required by the Tar -Pamlico Riparian Buffer Rules. Is this document typically completed by an environmental engineer? As an architect, I'm not familiar with some of the information that is required, ie. Diffuse Flow Plan? The applications are generally completed by the general public with staff assistance. A diffuse flow plan is how will you capture stormwater and diffuse the discharge so that it can be treated by the 50-riprarian buffer. If another, approved stormwater Best Management Practices is to be utilized provided the details and any needed calculation to treat 1.5-inch storm event. 2. Before I formally submit the application, is it possible to submit for a 'Preliminary' review just to make sure I've addressed everything correctly? You are more than welcome to email a copy of the plan for my preliminary review prior to formal submittal. 3. Are you available today or tomorrow discuss?
