Two Rivers Utilities provides wastewater treatment services for The Town of Stanley. Two Rivers Utilities
and the Town of Stanley have entered into a Sanitary Sewer Service Utility Agreement dated August 6,
2013 and amended on May 8, 2019 for the treatment of wastewater. The contract includes a monthly
maximum flow of 30,000,000 gallons. The current Average Daily Flow received from the Town of Stanley
is 459,185 gallons per day. The proposed Bennington Creek Subdivision located on PID 300202 located
off the end of Bennington Woods Drive will have 53 residential lots with a proposed average daily flow of
19,080 gallons per day. The additional flows for the Bennington Creek Subdivision of 19,080 GPD fall
within the limits of the agreement. Two Rivers Utilities does have the willingness and capability to provide
sewer service to the Town of Stanley for this project.
The wastewater from this project will be treated at the Long Creek WWTP, NPDES Permit Number
NC0020184. The permitted capacity of the Long Creek WWTP is 16 MGD. The current Average Daily
Flow is 9.5 MGD. There is capacity available to provide wastewater treatment for the proposed Bennington
Creek Subdivision.
The commitment to serve is contingent upon the project complying with all local and state regulations and
construction to begin within one year of the date of this letter.

the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.
