City of Monroe PAR Narrative for January 1, 2019- December 31, 2019
Glenmark Pharmaceuticals Inc. USA, Permit No. CM-33,was in SNC for the first six month and
second six month reporting periods of 2019 for acetone. A schedule of compliance has been
issued.
Atrium-Union Permit No. CM-14 Name change from CHS-Union to Atrium-Union.
NC Biogas Permit No. CM-34 was issued a new permit. Construction for the project has not
begun but is expected to begin June of 2020.
Great American Snacks, LLC Permit No. CM-32 halted production and removed all product
process equipment, all pretreatment units remained. The company was sold to Duke Sandwich
Productions, Inc.
Duke Sandwich Productions, Inc. Permit No. CM-36 was issued a new permit. Discharge started
on November 19, 2019.
Permits were renewed and approved for Allvac Monroe CM-15, Charlotte Pipe and Foundry
Company, Plastics Division CM-29, Goulston Technologies, Inc. CM-01,Norton Door Controls
CM-16 and ORO Manufacturing CM-25.

Pretreatment Permit CM-33 for discharge of wastewater to the City of Monroe
Wastewater Treatment Plant,NPDES Permit NC0024333.
2. Glenmark has been unable to consistently meet permit limits contained in CM-33.
3. Glenmark has proposed a corrective action plan whereby pretreatment system
improvements will be identified, designed, funded and constructed to provide a long term
solution to meeting all required permit limits.
4. Glenmark will complete activities identified in the corrective action plan to meet permit
limits in accordance with the following milestones:
a. Complete wastewater testing/characterization and engineering design,by Junel,
2020.
b. Submit pretreatment improvement plans and request for Authorization to Construct
by June 15,2020.
c. Complete and equipment bidding/funding, and vendor selection by July 6,2020.
d. Complete pretreatment system installation,testing, and commissioning by March 1,
2021.
5. Glenmark shall submit progress reports to the City within 14 days of the completion of
milestones shown above.
6. To assist Glenmark in completing the corrective action plan and to comply with all
conditions of their permit,this Schedule of Compliance is hereby established and will

remain in effect from the execution date until March 1,2021. During this time period,
Glenmark shall meet and comply with all terms of their current Industrial User
Pretreatment Permit No. CM-33, except as modified by the interim limits and monitoring
requirements specified below:

7. Modification of IUP No. CM-33 permit shall occur after the Authorization to Construct
has been received and approved. Effective March 1,2021, it is the City's intent to
replace the interim permit limits shown above with daily and monthly limits contained in
40 CFR Part 439, Subpart B.
8. Any violations of the terms of this Schedule of Compliance shall subject

A. Violation of an interim limit during Schedule of Compliance period;
• $200.00 per violation per day.
B. Failure to meet sampling requirements;
• $100.00 per missed sample
C. Failure to meet schedule milestones;
• $250.00 per day until complete.
9. Once Compliance is achieved,this Consent Order shall terminate and all obligations
hereunder except any obligation to pay identified moneys to the City shall expire. Upon
termination of this Order, Glenmark shall be subject to all terms of the Permit.
10. In the performance of activities under this Consent Order, Glenmark must otherwise
follow the procedures, rules, regulations, ordinances, and statutes of the City, State, and
Federal governments as they may apply.Nothing contained herein shall be construed as a
waiver thereof by the City.

The PERCS Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit
(IUP) drop request submitted by the City of Monroe due to the closure of the following Significant
Industrial User(SIU). The IUP drop request was received by the Division on April 12,2019.

The review indicates that the IUP drop is adequate and the minimum requirements of 15A NCAC 2H .0905
and .0916 and 40 CFR 403.8(f) (1) (iii)are met. A copy of the Allocation Table maintained in the Division's
computer has been updated accordingly.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant Industrial Users to the
POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
