Comment: TOD of bulkhead between diaester and aeration basin has rusted out and bulkhead ma
collapse if digester is pumped out. Rusted out holes in bulkhead makes it ineffective to
waste and dewater sludge at this facility. Holes rusted through end of treatment unit allows
waste to exit treatment unit via holes during high flow. Rusted out holes in treatment plant
that allows untreated wastewater to excape is considered a by-pass of treatment and a
violation of your NPDES permit.

Dear Mr. Huntly:
The North Carolina Division of Water Resources conducted an inspection of the Ridgewood Farms
Subdivision on May 21, 2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in NPDES WW Permit No. NC0070289. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
Please respond in writing to this office within 30 days of your receipt of this letter regarding your plans
or measures to be taken to address the following issues:
• As of the date of the subject inspection, the Division has not received a complete permit renewal application.
• Diffusers in aeration basin require repair or replacement.
• Bulkhead between aeration basin and sludge holding tank requires repairs.
• Holes rusted through treatment unit allowing wastewater to by-pass treatment require repairs.
• Facility has two (2) outstanding civil penalties LV-2017-0309 and LV-2019-0325. This Office should be
contacted as soon as possible regarding these civil penalties.

Dear Ms. Carpenter,
My husband and I own a home in the Ridgewood Farms development in Cabarrus County, NC. This neighborhood
was developed in the late 1980's and early 1990's by FW Huntley Construction Company, Inc., of which the owner
and president is Mr. Franklin Wayne Huntley. Our home was built in 1989. We have been the current owners
since October, 2015. At the time our home was constructed, it was connected by Mr. Huntley to a wastewater
treatment plant in the adjoining neighborhood of Stones Throw, which he also developed. Our home is one of
approximately 100 homes in three neighborhoods connected to this system.
We recently learned that Mr. Huntley and Stones Throw Homeowners Association have submitted an application
to renew the permit to continue operating the wastewater treatment plant servicing our home. As one of the
many residents reliant on this system for access to sewer services, we are very concerned about what might
happen to our homes and property values in the event that the permit was not renewed.
As part of your review of the permit application, please consider the fate of all of us residents who would be
affected if the permit were denied and services discontinued. What other options would be available? Would our
homes be condemned? None of us want to risk losing their homes over this. What can be done to insure that
won't occur?
Our hope is that the concerns expressed above will help guide your decisions about operation of the wastewater
treatment plant serving our communities. Awareness of our connection to an aging system has been the cause of
significant stress for my family, and many of our neighbors. We are hopeful that there will be an opportunity to
work together to come up with an acceptable solution for any problems that may exist with the system, and to
keep it operational and compliant for many years to come.

Hello,
I have a draft permit for Ridgewood Farms at Stones Throw WWTP (NC0070289) ready for y'alls
review. As I understood it, we wanted to include special conditions in their permit renewal
which would require an engineering assessment and initiate a tap moratorium. Please see the
attached draft permit for the conditions I have drafted and let me know what y'all think!
