Subject: Revision to Prior Request of Mitigation for the proposed replacement of Bridge
No. 74 on SR 1615 over Upper Broad Creek in Craven County. Federal Aid
Project No. BRSTP-1615(2), State Project No. 8.2171301, TIP No. B-4088. WBS
3 3446.1.1
Please reference our previous revised request for compensatory mitigation dated September 28,
2006. Due to plan modification, the NCDOT has further reduced impacts to Neuse River Basin
riparian buffers in Zone 1. Therefore, the mitigation request has been modified from the 2,337.
ft2 in Zone 1 to 1,925 ft2. Impacts to Zone 2 of the Neuse River Basin riparian buffers and
riverine wetlands remain unchanged at 1,450 ft2 at 0.12 acre respectively.
Please provide NCDOT confirmation that the EEP is willing to provide compensatory mitigation
for the 0.12 acre of impacts to wetlands and riparian buffers adjacent to Upper Broad Creek
[Neuse River basin, HUC 03020202, a warm water stream] in accordance with the Memorandum
of Agreement (MOA) signed July 22, 2003 by the USACE, NCDENR, and NCDOT.
Please send the letter of confirmation to Mr. William Wescott (USACE Coordinator) at U. S.
Army Corps of Engineers Washington Regulatory Field Office, P.O. Box 1000, Washington, NC
27889-1000. Mr. Wescott's FAX number is [phone]. The current let date for the project
is April 17, 2007.
In order to satisfy regulatory assurances that mitigation will be performed; the NCDWQ requires
a formal letter from EEP indicating their willingness and ability to provide the mitigation work
requested by NCDOT. The NCDOT requests such a letter of confirmation be addressed to Mr.
John Hennessy of NCDWQ, with copies submitted to NCDOT.

Please respond to NCDOT in writing within 10 business days with an EEP acceptance letter for
this NCDOT project. If you have any questions or need additional information, please contact
