Records and logs were well -organized and appear regularly updated. The primary operator and backups are level 4 (note: Dunn is a level 3 system). Grease education materials are distributed via mailers twice per year and are available on the Public Works website. The annual report is also posted on the website. Collection system users are informed of the annual report by bill mailer. The facility reported increased compliance of businesses with the grease interception program since the previous inspection. The annual 10% of line cleaning was exceeded for 2019 with a total 51,000 feet. The facility has recently acquired two grants for TV inspection of high -flow areas and for completion of and updates to the GIS map of the system, among other initiatives. Four of eight pump stations were inspected, all above ground. Maintenance logs for pump stations were stored on site at the stations. Maintenance logs were well -maintained in addition to the inside and outside of stations being clean and well -organized. SCADA, audio, and visual alarms worked properly for all tested pump stations, the only slight exception being at the East Side pump station where there was a time delay between the SCADA system transmitting an emergency notice and the technician and operators being notified. One high -priority line crossing a creek and three total right-of-ways were inspected. The high -priority line appeared to be in good condition. All areas were free of large debris and could be easily accessed during an emergency. Manholes were well -marked, usually with posts and spray -paint. During 2019, a large number of manholes and clean -outs were refurbished. Efforts are ongoing. Page 2 of 7 Permit: WQCS00073 Owner - Facility: City of Dunn Inspection Date: 02/20/2020 Inspection Type : Collection System Inspect Non Sampling Reason for Visit: Routine General Yes No NA NE Is there a properly designated primary ORC and at least one back-up of proper grade? 0 ❑ ❑ ❑ Are logs being reviewed by the system management or owner on a regular basis? 0 ❑ ❑ ❑ # What is that frequency? Weekly (technicians), monthly (ORC) # Are there any issues being addressed currently or any in the planning stages? ❑ ❑ ❑ Is there a specific pump failure plan available for all pump stations? ❑ ❑ ❑ Does plan indicate if pump parts/new pumps are in spare parts/equipment inventory? ❑ ❑ ❑ Are new/significantly upgraded pump stations equipped with anti -corrosion materials? ❑ ❑ ❑ Does the permittee have a copy of their permit? ❑ ❑ ❑ # Is permit expiring within the next 6 months? ❑ ❑ ❑ If Yes, has the Permittee applied for renewal? ❑ ❑ 0 ❑ Comment: A large number of manhole repairs performed in 2019. Sewer and FOG Ordinances Yes No NA NE Is Sewer Use Ordinance (SUO) or other Legal Authority available? ❑ ❑ ❑ Does it appear that the Sewer Use Ordinance is enforced? ❑ ❑ ❑ Is there a Grease Control Program that legally requires grease control devices? ❑ ❑ ❑ What is the standard grease trap cleaning requirement in the FOG ordinance? Properly disposal of proper grease containers. Is Grease Control Program enforced via periodic inspections/records review? ❑ ❑ ❑ Is action taken against violators? M ❑ ❑ ❑ # Have satellite systems adopted an equivalent or more stringent ordinance? ❑ ❑ ❑ Is grease/sewer education program documented with req'd customer distribution? ❑ ❑ ❑ # Are other types of education tools used like websites, booths, special meetings, etc? ❑ ❑ ❑ If Yes, what are they?
