The property is used for car salvage and used parts activities. File Review/History: Charlotte -Mecklenburg Storm Water Services (CMSWS) has performed previous inspections at Sam Auto Salvage on January 15, 2015, April 14, 2016, and May 24, 2018. Notices of Violation were issued to Sam Auto Salvage on January 20, 2015 for an illicit discharge of motor oil into a stormwater drain and June 12, 2018 for an illicit connection to the stormwater drainage system. E ction Summary: Sam Auto Salvage was observed to be in compliance with the City of Charlotte Storm Water ion Control Ordinance during the recent inspection. Please refer to the report for comments and recommendations he inspection. Site Inspection Deficiency Comments Stormwater system (catch basins, No Stormwater runoff drains by sheet flow and discharges into inlets, outfalls, etc.) three (3) catch basin inlets on the property. The stormwater drainage system appeared to be in good condition; no significant stormwater pollution issues were observed. Erosion issues No There were no significant stormwater erosion issues observed on the property. Structural stormwater BMPs Recommendation Absorbent booms have been placed around the catch basin inlets to filter oil and other pollutants in the stormwater runoff from the property. It is recommended that the absorbent booms be routinely checked and replaced as needed. The used absorbent booms should be disposed of properly. Illicit discharges/connections No There were no illicit discharges or connections observed on the property during the inspection. Above ground storage tank(s), and No There are several aboveground storage tanks (ASTs) located any associated venting — list size and on the property which include: (1) 275-gallon used oil AST, contents (1) 275-gallon used antifreeze AST, and (1) 275-gallon used fuel AST. The ASTs are located underneath a structural canopy. No significant stormwater pollution issues were observed. Since the outdoor storage area is uncovered, the automotive fluids should be properly drained prior to storing the salvaged vehicles on the property. Both dumpsters appeared to be in good condition; however, the scrap metal dumpster was uncovered. It is recommended that the scrap metal dumpster be covered to prevent stormwater accumulation. Indoor processing area(s) No The automotive fluids are drained in a maintenance area located inside the warehouse building. No stormwater pollution issues were observed. Floor drains No There were no floor drains observed inside the warehouse building. Spill response equipment No Absorbent materials and booms are located inside the warehouse building to contain and clean up spills and leaks on the property.
