Dear: Mrs. Zhong
The Town of Spruce Pine has one industry (Bombardier) on a modified pretreatment permit program. The industry
has two discharge points. Veolia is responsible for the sampling & inspection process. The Town of Spruce Pine is
the POTW enforcement. Pipe#001 is the casting discharge, which is under the 464 CFR. Pipe#002 is the chrome
conversion discharge, which is under the 433 CFR. The first six (6) months of 2019 the industry had no violations
on pipe#001 or pipe #002. The second six (6) months of 2019 the industry had no violations on pipe #001 or pipe
#002. The industry had no SNC or TRC violations for the reporting year of 2019. The industry was giving an NOV
for failure to report in a timely manner for Nov.2019 sampling period. Upon investigation, we discovered that the
industry had replaced the environmental manager in Dec.2019, and the new person hired did not realize that the
report had not been sent to the town. Bombardier has an ongoing effort to improve their pretreatment program. The
industries addition of a full time operator to operate the treatment system has greatly improved their performance...
Overall the industry has performed very well. The Town of Spruce Pine is pleased with the industries efforts and
cooperation.
