While no upfront engineering design documents are required for submittal, in accordance with 15A NCAC 02T .0305(b), design documents must be prepared prior to submittal of a fast track permit application to the Division. This would include plans, design calculations, and project specifications referenced in ISA NCAC 02T .0305 and the applicable minimum design criteria. These documents shall be available upon request by the Division. Projects that are deemed permitted (do not require a permit from the Division) are explained in 15A NCAC 02T.0303. Projects not eligible for review via the fast track process (must be submitted for full technical review): Projects that require an environmental assessment in accordance with 15A NCAC 1C .0100;NC Dept of Environmental Quality Projects that do not meet any part of the minimum design criteria (MDC) document; Projects that involve a variance from the requirements of 15A NCAC 2T; FEB 2 6 2019 Pressure sewer systems utilizing septic tank-efflucnt pumps (STEPS) or simplex grinder pumps; STEP or simplex grinder pumps connecting to pressurized systems (e.g. force mains); D Vacuum sewer systems. Submittal of this application and form FTSE indicates that owner has adequate capacity and will not violate G.S. 143- 215.67 a Intergovernmental agreements or other contracts will not be accepted in lieu of a projcct-specific FTSE. The Division will accept a letter signed by the applicant (see 15A NCAC 02T .0106(b)) or proposed contractor, stating that "the portable power generation unit or portable, independently -powered pumping units, associated appurtenances and personnel are available for distribution and operation of this pump station_" If the portable power source or pump is dedicated to multiple pump stations, an evaluation of all the pump stations' storage capacities and the rotation schedule of the portable power source or pump, including travel timeframes, shall be provided in the case of a multiple station power outage. This work is being performed to replace the existing 8" gravity sewer installed within NCDOT right-of-way along US Highway 401 which will be in conflict with proposed highway/bridge construction. Relocation of this gravity sewer is required due to proposed construction of a new interchange at this location. Interchange construction will provide new bridges, approaches and ramps in the immediate location of the existing sewer. Hinde Engineering has been contracted by NCDOT to provide the engineering design for the proposed relocations and is the engineer of record for this work. Per the Minimum Design Criteria, the maximum C-value used should be 140. Please revise the calculations to reflect this value. 3. The provided Hazen -Williams analysis is a rough approximation of the function of the siphon, however, it does not appear to account for all design aspects. Please provide updated calculations to address the following: a. Pipe fitting friction losses, b. Head loss through the influent box, including any weirs if applicable, c. The actual pipe length of 660 linear feet (as opposed to the horizontal distance of 600 feet), d. The variation in static head between the small and the large barrels (the vertical head is shown to be —6.5 feet for the smaller barrel and —7.5 feet for the larger one), e. Function of the smaller barrel when the flow into the box is higher than the top of the smaller barrel, but below the larger pipe's invert due to the indicated vertical separation of the inverts of 12-inches. 4. The flow calculated for the incoming 12-inch gravity sewer appears to indicate that only the four listed pump stations are contributing flow to this line (two existing, two future). Please clarify if there are any other sources of incoming flow into this line. 5. We have concerns about the inside diameter of the single 5-inch HDPE (indicated to be approximately 4.2" ID) barrel, specifically, under the current conditions when flow will likely never reach the invert of the larger barrel. What contingencies are in place should that line become damaged, clogged, or otherwise inoperable prior to reaching full flow levels where the larger barrel will be utilized regularly? How will the siphon function if the smaller pipe is inoperable? Please provide a digital copy of all documents above in PDF format via email, including a full set of plans. The new section of pipe is slightly offset to the north side of the existing and will avoid drainage conflicts and provide a higher quality of material than the existing. In Item X.2, the engineers name was not printed in the blank... and it's hard to read the signature on the seal. I assume this is your (Mr. Wilkins) signature, but please confirm. The name that should be printed in the blank should be Ronald B. Wilkins, PE and the signature on the permit application is mine (PE 10157). 3. Based on the variance language we received from our Central Office, it appears that the size of pipe has changed from what was initially included on the application (660 feet of 5" pipe instead of 4" ). Please provide us a list of the lengths of the different sized pipes. Based on comments received from the DEQ Central office we did upsize the low flow barrel of the siphon to 5" diameter HDPE and the proposed installation length of 660 linear feet is correct. The 8-inch diameter gravity sewer has a proposed length of 560 linear feet and is PVC SDR 35, the 10-inch diameter HDPE overflow barrel of the siphon has a proposed length of 660 linear feet, and the 12- inch diameter (PVC C900) gravity sewer has a proposed length of 3634 linear feet. Our plans also show a 4-inch diameter farce main that is being lowered to avoid conflicts with construction. The relocated section of this line will be PVC C900. Additionally the line remains in the same right -of woy, there is no increase in size, length or demand on this line so in accordance with direction we have received from DEQ the line was not included on the permit application. 4. To follow-up on Item 3 above, since it's been such a long time since the application was first submitted, please review the application and let us know if there were any other changes that have been made as a result of the variance review or anything else. The change in diameter of the low flow barrel of the siphon from 4-inch diameter to 5-inch diameter is the only change that we have made to the design of the Fuquoy-Varina sewer system along this section of the project. Pursuant to the provided documentation in the original application package as well as the variance request received April 22, 2019 with additional information received August 21, 2019 and February 3, 2020, as submitted by Hinde Engineering, Inc.
