On December 31, 2019, Harper Corporation of America ("Harper") received results from Prism Laboratories
which indicated that we were in exceedance of benchmark values for levels of copper and zinc in our
stormwater runoff for the second consecutive semi-annual test.
These benchmark values were revised upward in the most recent NC Stormwater Permit, effective
November 2018, but have still proven to be an unobtainable goal, given Harper's history with exceeding
these benchmarks dating back to 2013, the commitment Harper has had to being in compliance, and the
measures that have been taken to achieve compliance.
Harper has been committed to finding ways to resolve this exceedance and has completed multiple projects,
including spending close to $500,000 to design and erect enclosures/covers for our baghouse area, outdoor
storage areas, and our scrap metal dumpster. In addition, we have been and continue to be committed to
maintaining proper housekeeping in the baghouse area to reduce the possibility of any spillage.
You may recall that you visited our facility in October 2017 to review our action steps and, at that time,
granted Harper a waiver to return to semi-annual testing rather than monthly testing as required under Tier II.
Harper respectfully requests that a similar waiver to be granted to maintain the semi-annual Discharge
Monitoring rather than increasing the frequency to monthly monitoring.
