REGAN Secretary BRIAN WRENN Acrfng Dlmmr February 13, 2020 NORTH CAROLINA Environmental Quality Subject: Compliance Evaluation Inspection NPDES General Stormwater Permit NCG060000 Certificate of Coverage NCG060209 Warsaw Feed Mill Duplin County Dear Ms. Elmer: On February 5, 2020, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for Warsaw Feed Mill located in 2822 NC Hwy 24 West, Warsaw, Duplin County, North Carolina. The site drains to Turkey Creek, which is currently classified as Class C, Sw Waters in the Cape Fear River Basin. The following observations were noted during the DEMLR inspection (please see the attached addendum for additional information about your permit): 1) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly implemented. Yes ■ No 2) Qualitative Monitoring Qualitative monitoring has been conducted and recorded in accordance with permit requirements. Yes ■ No ❑ 3) Analytical Monitoring Analytical monitoring has been conducted and recorded in accordance with permit requirements. Yes ■ No ❑ Other Observations: The facility must include the vehicle maintenance facility. Alternatively, the vehicle maintenance facility may submit for coverage under NCG080000 Transportation. Richard Kiger, Area Manager, was present at the mill. James Neil is the Plant Manager. Ms. Rowe requested inspection as a checkup with permit compliance. The facility is requesting relief of Tier 2 requirements at ouffall 3. Sampling for COD, pH, and TSShas proven to be improving, especially after completion of the expansion project. Relief is granted. We discussed the tier system and its requirements. The facility is historically only included the feed mill. In 2014, this office requested that the transportation facilities be included in the permit, adding an additional sampling point behind the garage, ammending the SPPP. The facility responded that it was a different parcel and did not need to This office does not concur with the response and again requests that the transporation aspects of the facility be included in the permit. Alternatively, the facility may apply for a separate NCGO80000 Transporalion permit for the areas dealing with fleet maintenance. The facility is in great shape with superb employees that pay attention to detail. There were no outstanding issues with the site conditions.
