The site is located along Granite Falls Boulevard, in Rolesville, Wake County, NC. The project would help to meet recreational demands for residents in the rapidly growing Triangle region of North Carolina. The attached PCN form provides information for your use in review of unavoidable impacts to a wetland and riparian buffers. Two unnamed tributaries of Sanford Creek in the Neuse River Basin (HUC: 03020201) occur on the property. Impacts The project would require impacts associated with the construction of a recreational facility that would serve the growing demands of residents. The site is bounded by two perennial, mapped streams. Therefore, a more centrally placed structure with impervious areas located nearest to the existing road (Granite Falls Blvd) was designed to largely avoid features on the site. The proposed construction would result in the loss of 0.01 acre wetland WB. This loss would be the result of fill associated with the main building, an additional outside exercise area and grading to maintain existing topography. Fill resulting from grading would affect buffers to both streams on site (SA to the west and north of the proposed building and SB to the north and east of the proposed building.) In all, grading would temporarily disturb 5,018 square feet of Zone II riparian buffers on the site. All temporarily disturbed Zone II buffer areas will be revegetated and returned to preexisting topography. Rolesville CrossFit February 12, 2020 Avoidance and Minimization Page 2 of 3 As previously mentioned, the location of aquatic features on the property largely dictated the placement of the proposed structure. By locating the structure in its proposed position, stream and Zone I riparian buffer impacts would be completely avoided. Additionally, retaining walls would be placed along the proposed stormwater feature, outdoor exercise area, and parking lots to limit the extents of fill material. The anticipated impacts are needed to maintain project viability and avoid more significant potential wetland, stream, and buffer impacts elsewhere on the property. Sediment and erosion control measures would be implemented according to NC requirements, and approved by NCDEQ prior to implementation. Jurisdictional areas adjacent to construction areas would be clearly marked with protection fencing or other similar method to avoid inadvertent encroachment. Zone I riparian buffer areas will be completely avoided by personnel and equipment. Copies of permits and impact areas would be provided to the prime contractor and all subcontractors working in or near jurisdictional areas. Land clearing would take place along with installation of erosion control devices. Construction would be accomplished using typical equipment including excavators, backhoes, and dump trucks. Additional equipment may be used as required. A Tier 1 search of the NC Natural Heritage Data Explorer found no records of federally protected species on or near the project. Their report is attached. Project Description & Methodology As shown in Figure 1, the proposed project is located in Rolesville, NC within the Neuse River Basin (USGS Hydrologic Unit 03020201) and comprises approximately 1.77 acres. Delineations were performed on June 14, 2019, in compliance with methodology set forth in the U.S. Army Corps of Engineers (USAGE) Wetland Delineation Manual (USACE 1987) and subsequent guidance including the Eastern Mountains and Piedmont Regional Supplement. Surface waters were assessed for jurisdiction under the CWA using field indications of ordinary high water mark and the NC Division of Water Quality (NCDWQ) Stream Identification Form Version 4.11. Delineation Results Figure 2 is presented using the Rolesville, NC USGS 7.5 Minute Quadrangle (2016) Map. Figure 3 presents the results of the delineation, including two streams and three wetlands. Table 1 presents detailed information on each aquatic resource within the study area, including latitude/longitude, estimated amount and type of aquatic resource in the review area, and geographic authority to which the resource may be subject.
