Box 98, Highway 268 Roaring River, N.C. 28669 Subject: Instream Monitoring Locations Abitibi-Price Corporation NPDES Permit No. NC0005266 Dear Mr. Blosser, I am writing in response to your letter sent June 30, 1989, concerning Abitibi- Price's instream monitoring locations on the Yadkin River. North Carolina water quality regulations (15 NCAC 2B:0505) require that a monitoring program be established, specifically including instream sampling, as appropriate for an NPDES Permit. Since Abitibi-Price is considered a major facility, DEM is exer- cising its right to require more than one downstream monitoring location in order to monitor the impact of your facility's discharge on the receiving waters. The new monitoring points are located at state routes 2327 and 2303, 1.7. miles and 8.0 miles, respectively, below the discharge. Monitoring this far downstream is warranted by the resilient nature of the mill's wastewater. According to the Winston-Salem Regional Office, these locations are accessible for sampling. We would appreciate your cooperation with us-in our effort to manage the waters of the State. Instream information is necessary to measure whether water quality standards are protected under the conditions set forth in your NPDES Permit. If an instream problem is indicated by your sampling data, all perti- nent stream and discharge data will be looked at collectively (i.e. other dis- chargers, contributing tributaries, etc.) so that we may determine the cause of the problem and address it appropriately. I hope that this letter adequately addresses your concerns. However, if the above decisions are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office P.O.
