Dear Mr. Blosser:
MA letter of request for an Authorization to Construct was received March 22, 1995 by the Division.
The request outlined ABTco's installation of an additional belt press and other appurtenances for solids
reduction. Final plans and specifications for the subject project have been reviewed and found to be
satisfactory. Authorization is hereby granted for the addition of an in-line grinder ('Muffin Monster' or
equivalent, 750 gpm recommended capacity), two centrifugal 200 gpm primary pumps, one submersible
1080 gpm DAF feed pump, one centrifugal variable speed (200 to 1200 gpm) pump for water from the
DAF unit, one 15 gpm positive displacement rotary pump for polymer feed to the DAF, one 35 gpm
positive displacement rotary pump for polymer feed to the rotary thickener and belt presses, the addition of
an Andritz 2.0 in dewatering belt press (or its equivalent) capable of dewatering 1500 lbs/hr residuals, and
all the associated valves, piping, and appurtenances with discharge of treated wastewater to the Yadkin
River in the Yadkin River Basin.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES
Permit No. NC0005266 issued April 18, 1995, and shall be subject to revocation unless the wastewater
treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No.
NC0005266.
The sludge generated from these treatment facilities must be disposed of in accordance with G.S.
143-215.1 and in a manner approved by the North Carolina Division of Environmental Management.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by this
Division, such as the construction of additional or replacement wastewater treatment or disposal facilities.
The Winston Salem Regional Office, telephone number(919) 771 - 4600, shall be notified at least
forty-eight (48) hours in advance of operation of the installed facilities so that an in-place inspection can be
made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00
a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays.

Upon completion of construction and prior to operation of this permitted facility, a certification
must be received from the plant engineer certifying that the permitted facility has been installed in
accordance with the NPDES Permit, this Authorization to Construct and the approved plans and
specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC
27626-0535.
A copy of the approved plans and specifications shall be maintained on file by the Permittee for the
life of the facility.
Failure to abide by the requirements contained in this Authorization to Construct may subject the
Permittee to an enforcement action by the Division of Environmental Management in accordance with
North Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying
with any and all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.

ABTco shall continue to evaluate solids reduction and submit an additional report, with the NPDES
application for renewal by October 31, 1998 (180 days prior to expiration), on the ability to further
reduce solids from the treatment system .
Permit effluent sheets and the special condition shall be modified to reflect the above changes
upon Notice of Withdrawal of Petition.
If any terms or conditions proposed by this modification are unacceptable to you, you should
notify us as soon as possible. If this permit modification is acceptable, the Notice of Withdrawal of
Petition should be completed and submitted as follows: the original to the Office of Administrative
Hearings, one copy to the Attorney General's Office as specified on the withdrawal form, and one copy
to this division. When you have withdrawn your request for a Contested Case Hearing, the modified
permit will be issued. If the proposed modification is not acceptable to you, please notify us by March
27, 1995 and we will proceed with the adjudicatory process.

Dear Mr.Blosser:
This letter is offered to provide further information in response to the adjudication of the
ABTco NPDES'permit. Staff have completed a review of ABTco's Clear Water Project Report
submitted February 15, 1995. Based on the technical review and the February 22, 1995 site visit,the
Division offers the following settlement proposal:
• ABTco shall meet a TSS limit of 10,000 lbs/day, monthly average; 15,000 lbs/day, daily
maximum, 6 months after installation of the new DAF unit(no later than January 1, 1996).
• ABTco shall conduct TSS and Settleable solids monitoring 7 days/week at the effluent.
• ABTco shall conduct weekly composite sampling of TSS from the.secondary clarifier and the DAF
unit to further assess removal of solids from the treatment system. Flow monitoring from the DAF
unit shall also be conducted.
• The Division shall revise Part III, Special Condition F: ABTco shall continue to evaluate solids
reduction and submit a report; with the NPDES application for renewal by October 31, 1998(180
days prior to expiration), on the ability to further reduce solids from the treatment system.
Attached is a draft of the modified permit incorporating the above amendments.
ABTco should also be aware that the Division requires a$200.00 fee for an Authorization to
Construct permit for permitted flows greater than 0.1 MGD. Plans and specifications should be signed
and sealed by a North Carolina Professional Engineer. If the system is designed by an ABTco
engineer,the requirement for a North Carolina Professional Engineer to sign and seal the documents is
waived. The review period for an Authorization to Construct permit may take up to three months after
the submittal of complete information for a project.
