8. PROJECT SUMMARY: The applicant proposes to construct a 5' 4" wide by 330' long pier including a
20' by 20' T-head platform to access an existing boathouse.

The project site is located off NC 92 at 223 Pine Tree Path which is upstream and adjacent
to Resthaven on the Pamlico River near the Town of Bath in Beaufort County, North Carolina. The
property is ±101' wide along the river and is ±450' deep. An approximately 125' wide area of
wetlands exist adjacent the Pamlico River vegetated with Coastal Wetlands including Distichlis
isn cata; Snartina Cynosuroides, and S. patens, which transitions to 404 wetland species as you move
inland. The wetland area is mowed on a regular basis. The remaining ±325' of the property is high
ground vegetated with lawn grass, several pines and various shrubs around the existing house.
Several small storage buildings are present on the property.
The project site is bordered on the downstream (east) side by a developed lot with similar
vegetation including the mowed Coastal Wetlands. The upstream (west) property is developed but
is high ground to the river vegetated with lawn grass and several pines.
The applicant shares an access walk over the wetland with the downstream (east) property
owner. The walk is ±4' wide and straddles the property line. An existing ±12' by ±24' boathouse
remains approximately 330' offshore and adjacent to the downstream riparian limit. The pier that
accessed the boathouse was destroyed in the 99 storms and was not replaced. The downstream
property owner has constructed a pier and slip in front of their property by angling downstream off
the existing access walk from the normal water level out.
The Pamlico River has been classified as SB-NSW by the Environmental Management
Commission. The Pamlico River at this site is classified as Coastal Waters by the Division of Marine
Fisheries but is closed to shell fishing. The water depth at 100' offshore is 32", at 200' is 36", and at
300' offshore is 40".
Project description
The applicant proposes to construct a 5' 4" wide by ±330' pier including a 20' by 20' T-head
platform to access the existing boathouse. The inability to gain 1' of water depth between 200' and
300' offshore has precluded the use of the General Permit for this project. The pier will connect to
the existing walk that is shared by the applicant and the downstream property owner at the normal
water level and all the proposed work will take place within the applicant's riparian access corridor.
Anticipated impacts
The construction of the pier will result in the shading of ±2,052.3 ftZ of river bottom. The
project as proposed will result in localized turbidity as a result of the construction activities.

Dear Sir,
This application is for a pier approx. 5.33ft. x 330ft. with a 20ft. x 20 ft. "T" built to
an existing 12ft. x 24ft. boathouse. The original pier was destroyed in the
hurricanes and now the time limit on storm permits has run out.
Due to the length of this pier and the lack of water depth past 200ft. an CAMA
Major permit is required to build this pier. If there are an questions regarding this

signed return receipts as proof that such owners
have received a copy of the application and plats
by rertified mail. Such landowners must be advised
that they have 30 daysan which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.
I understand that any permit issued in response to this
application will allow only the development described in
the application. The project will be subject to conditions
and restrictions contained in the permit.

activity complies with the State of North Carolina's
approved Coastal Management Program and will be
